    Elder abuse affects an estimated 14.1 percent of all non-institutionalized older adults each year, and for every case reported, another twenty-three cases go unnoticed. It is a serious and ongoing problem that Congress must tackle as soon as possible in order to ensure the retirement security of seniors. .The most widely-discussed proposals to revamp Social Security include raising the eligibility age, making the benefit formula less generous, and reducing the Social Security cost-of-living adjustments (COLAs). Reducing COLAs would impact the lifetime Social Security benefits of all current beneficiaries, as well as affecting future retirees. Under discussion is a proposal that would reduce COLAs by switching to a more slowly-growing, "chained" consumer price index to calculate the annual benefit boost. In fact the new tax law, recently did something similar. Indexing of income tax brackets, the standard deduction, and other parameters of the tax code for inflation was tied to a chained COLA. That means that people will pay higher taxes over time, as the standard deduction becomes less generous, while rising income would tend to push older taxpayers into higher brackets. .Members of the House were scheduled to vote on a stopgap funding measure on Tuesday, but leaders have delayed the vote until next week due to a lack of support. It remains to be seen whether or not lawmakers will successfully avert the shutdown, but Appropriations Chairman Harold Rogers (KY-) remains optimistic. Most individual taxpayers will pay lower taxes, at least in the first few years, tax analysts say. But the tax cuts affecting middle-to-low-income people are temporary, and are set to expire in just eight years, by the end of 2025, while the tax cut for families in the very top income bracket is permanent. That's expected to leave the majority of taxpayers with higher tax bills down the road — something most people living on fixed income simply can't afford. TSCL is still assessing the expected impacts of the new legislation. .An immigration program launched by the Obama Administration two years ago has issued valid, work-authorized Social Security numbers to about 600,000 applicants who attest to be in the country illegally. The program, known as "Deferred Action For Childhood Arrivals," is one of a series of administrative amnesty initiatives by President Obama to stop deportations of immigrants and let undocumented immigrants who meet the qualifications work in this country despite illegal status. Now immigration activists are pressuring President Obama and Members of Congress to expand the Deferred Action program, or pass immigration reform. .The deal will likely move to the House and Senate for a vote before the Presidents Day recess begins. .The Beneficiary Enrollment Notification and Eligibility Simplification (BENES) Act (H.R. 2575) also gained one new cosponsor this week, bringing its total up to seven in the House. If signed into law, the bill from Congressman Raul Ruiz (CA-36) would simplify the Medicare enrollment process and ensure that those nearing eligibility are adequately informed about the program's benefits. Its new cosponsor is Congressman Gus Bilirakis (FL-12). .In 1983 government economists changed the way housing costs were measured in the CPI. Housing represents almost 50% of the expenditures of people age 65 and older, and thus changes to that expenditure category tend to have a big impact. Rather than basing housing costs on some measure of home prices, after 1983 the Bureau of Labor Statistics estimated costs "based on what homeowners theoretically would pay to themselves in order to rent their own homes from themselves. The BLS then estimates how much homeowners raise the rent on themselves each month," according to Williams. .The program applies to illegals under the age of 31, who entered the U.S. prior to the age of 16, and have resided illegally in the U.S. since June 15, 200Applicants must also be currently enrolled in school, have a GED certificate, or have served in the U.S. military, and be law-abiding.
