    Doughnut hole or coverage gap stage: 5.76. .The Social Security Trustees estimated last year that SS payroll taxes in 2020 would be about 3.8 billion under average economic conditions. Thus the 6 billion cost of the payroll tax provision in the CARES Act appears to be as much as 42% of all anticipated Social Security revenues for 2020. .Key Bill Gains Cosponsors … Continued

Since people often move when they retire, under locality pay adjustment rates, the area they choose to live in during retirement could significantly impact the amount of Social Security they receive. Would retirees crowd into areas of the country with high locality pay adjustments? .Proposals to reform Medicare have been floating around the halls of Congress since 2010, but none have been as radical or risky as one recently released by four prominent Senators. In an attempt to curb Medicare spending, the group came up with a plan that would phase out Medicare completely, and it would do so at the expense of current enrollees, beginning as early as 201The proposal, introduced by Senators Rand Paul (KY), Mike Lee (UT), Lindsey Graham (SC), and Jim DeMint (SC), would transition beneficiaries into the Federal Employees Health Benefits Program – the same health program available to Members of Congress. .TSCL enthusiastically supports H.R. 1029, H.R. 3118, and H.R. 1795, and we were pleased to see support grow for each of them this week. .Town Hall Question: Research indicates that seniors have already lost more than 30 percent of their purchasing power since 2000. As expected, the Trustees found that both programs currently face manageable financial challenges. .Lawmakers Adjourn for Recess .On Tuesday, TSCL's Legislative Analyst, Jessie Gibbons, attended the Joint Select Committee on Deficit Reduction's first public hearing. The Committee heard testimony from Doug Elmendorf, Director of the Congressional Budget Office (CBO). .Interestingly, the big drug manufacturers do not like the new rule. A spokesperson for the Pharmaceutical Research and Manufacturers of America (PhRMA), the drug industry's largest trade group, said the rule is "unconscionable" for making it "harder for patients to use manufacturer cost-sharing assistance to lower their out-of-pocket costs for medicines."
