    Out-of-pocket spending on prescription drugs was the fastest rising expense of retirees from 2000 to 2019, according to a recent study of retiree costs by TSCL. While the annual cost-of-living adjustment (COLA) increased Social Security benefits by 50 percent over the period, out-of-pocket spending on prescription drugs rose more than five times faster — 253%. .House Democrats did not pre-negotiate terms with the GOP-Senate or the White House, so it is unlikely that the bill, called the Health and Economic Recovery Omnibus Emergency Solutions (HEROES) Act will become law in its present form. Senate Majority Leader Mitch McConnell (R- Ky.) has already pronounced the bill dead. But most observers believe it is the opening bid on the part of the House leaders to begin a process that will eventually lead to a fifth virus-related relief bill. .Other critics say that revising the government's purchasing rules will not provide a quick solution to the supply shortages of the current pandemic.
