    The payraise goes into effect automatically unless denied by legislation, or adjusted by a provision of law that prevents Congress from receiving a percentage of pay increase that would be greater than any payraise received by the General Schedule to federal workers. When Congress passed legislation in December of 2010 that froze the pay of federal workers through December 31, 2012, they effectively froze their own pay as well. No similar provision of law, however, prevents Congress from receiving a bigger COLA than seniors. The adjustment for Congress is not determined like the COLA for seniors, which is based on changes in consumer prices. Instead the Congressional COLA is based on changes in private sector wages and salaries as measured by the Employment Cost Index. Members of Congress were originally scheduled to receive a pay adjustment in January 2010, of 2.1%, and in 2011 of 0.9% had legislation not prohibited it. .About one in five older and disabled Medicare beneficiaries has income so low that their state Medicaid programs pay some or most of their Medicare costs. That includes Medicare Part B premiums and out-of-pocket costs, as well as services that aren't covered by Medicare, such as vision, dental and nursing home care. .On Tuesday – three months later – a panel of three judges rejected the Obama administration's request in a 2-1 decision. Few, however, understand that making the wrong choice can end up costing them tens of thousands of dollars, or more, during their retirement." Retirees who qualify for Social Security benefits are entitled to begin collecting at 62, but for each delayed year, benefits grow by 8 percent until they reach their maximum amount at age 70. According to Chairman Collins, deciding when to file for benefits "could make the difference between a secure retirement and living in poverty." ."For the third year in a row, millions of older Americans will once again see no increase in their net operating Social Security payments, particularly if Medicare Part B premiums remain 4 per month in 2018, as currently forecast by the Medicare Trustees," says TSCL's Social Security and Medicare Policy Analyst, Mary Johnson. "The problem is that a substantial portion of beneficiaries currently are paying a Part B premium that is about less than that now," Johnson says. .Now Congressional Democrats, while only having a razor-thin majority in the Senate, are planning a major push to include in measures to lower drug prices in upcoming legislation meant to rebuild the U.S. infrastructure. .Most of the negotiators seem relieved to have reached a compromise, but it's clear that neither party is thrilled with the concessions they had to make. In a telling statement, one of the twenty conferees, Rep. Henry Waxman (CA-30), said of the deal: "It's not so bad that I would vote against it." Another conferee, Rep.
