The Inspector General's Office recently surveyed 4 field Social Security field offices along the border with Mexico in California and Texas. Each office provided services to about 1,000 such beneficiaries every month. Personnel say the number is increasing for three reasons: .A major reason that the COLA is so low is the consumer price index that the government uses to calculate the increase. Under current law, the COLA is tied to the increase in the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W). That index surveys the spending patterns of younger working adults and does not include the market basket of goods and services that is more typical of people age 62 and over. The CPI-W gives greater weight to goods and services that younger workers spend more on, like gasoline prices and electronics, which have dramatically dropped in price over the past two years. It gives less weight to housing and medical expenses even though those two categories have experienced bigger price jumps over the past two years, and are the two biggest spending categories for older consumers. .Because you are over 65, you are subject to Medicare's Special Enrollment Period rules that apply to the loss of health insurance coverage through you or your spouse's former employer. You need to enroll in Medicare Part B during the 8-month period that begins the month after your husband's employment ends or the employer health coverage ends, whichever happens first. Coverage under COBRA, however, would NOT be more than a temporary option for you because you would NOT be eligible for a Special Enrollment Period when that coverage ends, so don't wait to enroll in Medicare. You have 8 months to sign up for Part B and Part D without penalty, starting after the loss of your husband's job. .Easier Said Than Done: Public Unconvinced That Medicaid Spending Should Be Cut .On Thursday – seven years to the day that the Affordable Care Act (ACA) was signed into law – lawmakers in the House were scheduled to vote on the AHCA. However, lacking the 218 votes needed to win passage, leaders postponed the vote. The Senior Citizens League supports the passage of legislation like the Social Security 2100 Act or the Social Security Expansion Act, both of which would strengthen the Social Security program's finances responsibly, without cutting benefits for current or future retirees. In addition, we hope Congress will pass legislation to bring down prescription drug costs in the Medicare program. Requiring Part D drug price negotiation would save billions of dollars for both the federal government and Medicare beneficiaries. .CMS said in a press release that this change is to provide patients and their doctors more options and to lower costs by promoting more competition among hospitals and independent surgical centers. But while these surgeries will be removed from the inpatient-only list, the government did not approve any of them to be performed anywhere else. Patients will still have to get care at hospitals but, because these services have been reclassified, they will be billed under Medicare Part B as outpatient services, instead of Medicare Part A for hospital services. Medicare beneficiaries pay a bigger share of the costs under Part B, than under Part A for an inpatient stay, and those costs would also drive up Medicare Part B premiums in the future. .Home care, though, is much cheaper, overall. The yearly average cost, per person, of a nursing home to Medicaid is ,000 compared with ,000 for home care workers, according to one expert.
