    The high cost of treatment is a frequently cited barrier by those who are not getting the dental care they need. Being on a limited income, I do not see getting any of this done, and so it affects my health negatively. Without dental care, I'm not as healthy as I could be." .On Wednesday, President Donald Trump signed two bills – the Know the Lowest Price Act (S. 2553) and the Patient Right to Know Drug Prices Act (S. 2554) – into law that will protect Medicare beneficiaries and privately insured individuals from "gag clauses" at pharmacies. "Gag clauses" prevent pharmacists from telling consumers when it would be cheaper to purchase their prescriptions out-of-pocket than through their Medicare Part D or health insurance plans. .At The Senior Citizens League, we understand the scope of the nation's deficit and we know that some small changes to Medicare may be necessary. However, we firmly believe that any adjustments should be phased in gradually, and that current enrollees and those nearing retirement should be protected from sudden changes. The difference in drug prices between the lowest and highest costing plans and pharmacies can be in the hundreds, or even thousands, of dollars. The high cost of drugs are the single biggest reason that people don't fill a prescription! But the most frequent reason that a drug costs so much more in the highest costing plan is lack of coverage by the drug plan —the drug is not listed on the plan's formulary. Sometimes, the pharmacy is not in the plan's preferred "network", and even preferred pharmacies can have significantly higher costs. For example, the lowest cost plan for Sovaldi, a drug used to treat Hepatitis C, charges ,600 in co-insurance (for a one-year treatment). The highest cost drug plan charges 0,800, the full cost of the drug, because Sovaldi is not on the plan formulary. The lowest cost plan for Advair Diskus, which is used to control and prevent symptoms of pulmonary disease, charges a co-pay of .33 per month from a mail order pharmacy, or the highest cost plan charges 6.62 per month because the drug is not on the plan's formulary. .Last week we learned that the top attorney in the Department of Health and Human Services (HHS), warned department officials that the program is potentially illegal because it could be in violation of federal election laws. .TSCL Urges Action on Debt Ceiling .This week, the Social Security Administration implemented an online security policy that unexpectedly locked many beneficiaries out of their online accounts. In addition, lawmakers in Congress continued their seven-week summer recess. .Should Social Security benefits be adjusted annually using a locality – based payment rate? Some of you, particularly those of you who are retired federal employees know far more about locality - based pay adjustments than I do. I hope you folks can set us straight on a new legislative proposal that would use locality- based pay adjustment rates to adjust Social Security benefits. My quest­ion to you — is this a good idea?
