TSCL believes a better approach to Medicare Advantage "risk adjustments" is needed, and should be written into law, rather than left to the discretion of politically appointed Medicare administrators. Congress could do this by writing a method for calculating the adjustment into the law. This approach would make payment for MA plans more like payment for other Medicare providers. .TSCL urges Congress to take common-sense steps like the following five to reduce prescription drug prices: allowing the federal government to negotiate lower Part D prices, capping out-of-pocket expenses for Part D beneficiaries, permitting prescription drug re-importation, prohibiting anti-competitive pay-for-delay deals, and increasing price transparency. .TSCL believes the current COLA is not sustainable for today's retirees and disabled beneficiaries, and is lobbying for legislation that would provide a minimum COLA of 3% in years in which inflation drops lower.
