    In his opening statement, Subcommittee Chairman Sam Johnson (TX-3) said: "Although Social Security now has modern hardware and modern data centers, its employees are still using software that is decades out of date. About 30 percent of these legacy systems still use COBOL code, an ancient programming language that isn't even taught in schools anymore." He explained that maintaining the outdated system is costly, it requires extra training for employees, and it is difficult to update when needed. .This study illustrates why legislation is needed to provide a more fair and adequate COLA. While TSCL believes that changes are needed to ensure that Social Security continues pay scheduled benefits, changes must be kept as small as possible, and phased in over as long a period as possible to allow for future retirees to learn about and adjust their plans. .In 2016 there was no COLA at all, and in 2017 the COLA was just 0.3 percent. During that time a special provision of law known as "hold harmless" protected about 70 percent of Social Security recipients from reductions to their Social Security benefits due to increasing Medicare Part B premiums. .There's a heated debate over the extent to which illegal immigrant workers obtain Social Security or Supplemental Security Income (SSI) benefits. Recently the Social Security Office of Inspector General reported that improper Social Security Disability (SSDI) payments (due to errors, fraud and abuse) totaled .5 billion in fiscal year 2009 while improper SSI payments totaled billion. But just how much of that money is going to illegal immigrants seems to be anybody's guess. .Medigap plans by law are now barred from offering drug coverage, and beneficiaries need to add "drug only" coverage to their Medicare supplement. .In addition, one new cosponsor – Rep. Diane Black (TN-6) – signed on to the No Social Security for Illegal Immigrants Act (H.R. 1716). The total is now at twenty-seven. If signed into law, H.R. 1716 would prohibit unauthorized workers from receiving Social Security benefits based on work done while in the country illegally, using stolen, fake, or fraudulent Social Security Numbers. TSCL believes it would protect the integrity of the program while preventing an unnecessary and unspecified strain on the Social Security Trust Funds. .More Harmful Chemicals Found in Some Hand Sanitizers .On Monday, Members of the House and Senate returned to Capitol Hill from the month-long August recess and quickly began working on a continuing resolution (CR) to fund the government past September 30th. Originally, leaders in both chambers agreed to keep the CR as "clean" as possible in order to avoid a government shutdown like last year's and to allow lawmakers to quickly resume campaign work for the looming November 4th elections.
