Signing legislation to reduce Medicare spending on the drugs would generate official budget savings that Congress could have applied to other health-care legislation -- bills to expand insurance coverage or reduce other drug spending, for example. Executive action taken before a bill's passage would remove a key bargaining chip, and likely reduce the scope of a health-care bill expected in the coming months. .The period covered by the Notch is a major area of dispute. When benefits are represented on a chart, the disparity forms a deep "V" notch. Benefits plunged from a peak for retirees born in 1916 and hit the lowest part of the "V" for those who were born in the years 1920-2Benefits began to rise for those born in 1922 until they became level with other retirees, starting with those born in 192See illustration below. .When it comes to generic drugs, a "substantial portion" of U.S. imports come either directly from China or third countries such as India, which use active ingredients sourced from China. .The next twelve months is one of the most critical periods for the nation's seniors and disabled who receive Social Security and Medicare. The failure of a special Joint Committee of Congress known as the "super committee," means automatic budget cuts totaling billions of dollars that are scheduled to kick in by 2013 unless Congress enacts different plans. Although Social Security and Medicaid appear to have escaped the knife for now, billions in Medicare spending would be cut from payments to hospitals and other providers. .Medicare health plans also have new rules about co-pays and co-insurance.
