Medicaid Funding Cuts May Affect Notch Babies
A Humana Medicare Advantage plan in Florida improperly collected nearly 0 million in payments in 2015 by overstating how sick some of its enrollees were. A new audit by the Department of Health and Human Services Office of the Inspector General (OIG) is seeking to get the money back. If successful, the audit penalty would be what has been described as "by far the largest" ever imposed on a Medicare Advantage company. But Humana has sharply disputed the OIG's findings, and has said that the recommendations "do not represent final determinations, and Humana will have the right to appeal." .Totalization Agreement .On Friday, lawmakers in the House returned to their home districts for a five-week recess. They are expected to return to Washington on Tuesday, September 4th, following the Labor Day holiday. If you asked a Social Security recipient for a penny for their thoughts on next year's projected 0.2% cost of living adjustment, they could give it to you, but they'd only have .99 left. .Congressman Mulvaney also expressed his commitment to reforming the Social Security program during Tuesday's confirmation hearings. He recommended increasing the age of eligibility for Social Security benefits, and in the recent past, he has voted in favor of legislation that would reduce cost-of-living adjustments (COLAs) by adopting the "chained" COLA. According to TSCL's research, "chaining" the Social Security COLA would amount to an across-the-board benefit cut of around 8 percent. .A powerful Congressional deficit reduction "super committee" is working on a plan, due by Thanksgiving, to lower the federal deficit by at least .2 trillion. "TSCL is deeply concerned that a change to a more slowly-growing 'chained' consumer price index (CPI) which is used to calculate the annual COLA boost may be part of the plan," says Larry Hyland, Chairman of TSCL. The proposal to switch to the chained CPI was given serious consideration in the closed-door debt limit meetings by Congressional leaders and President Obama earlier this summer. Switching to the chained COLA was proposed by two prominent deficit reduction commissions and has received support from both Republicans and Democrats. .Why does that happen? .Two bills that would provide for coverage of dental services under the Medicare program were introduced in Congress last week. H.R.502, authored by Rep. Nanette Diaz Barragan (D-Calif.) has been introduced in the House of Representatives, while S.97, authored by Sen.
