    How is Social Security different from a Ponzi scheme? Interestingly, the Social Security website has a research note comparing the two. Charles Ponzi became infamous in 1920 when he used the money he received from later investors to pay extravagant rates of return to early investors to entice more people to invest in his phony investment scheme. This only works when there's an ever-increasing number of new investors coming into the scheme. Eventually the scheme runs out of new investors and collapses, taking everyone's money with it. .While most in Washington acknowledge this dilemma, and House Republicans have put forward a plan to address the issue, our leaders have yet to agree upon a solution to preserve the program for seniors beyond that date, and instead are pitting each other against seniors. .With many seniors spending 30 or more years living in retirement, a COLA that keeps up with rising costs is essential protection for making retirement savings last, and for preventing seniors from falling into poverty. An alternate measure of inflation, the Supplemental Poverty Measure, indicates that the number of older adults who are living in poverty is larger than what the "official" poverty measure reports, according to a recent analysis from the non-partisan Kaiser Family Foundation. The way in which the government measures poverty is important because eligibility for critical low–income programs such as Medicaid, food stamps, and rental subsidies is determined by income, and tied to the "official" U.S. poverty measure. A greater number of needy people would qualify for safety-net programs like Medicaid, if the government were to use the more accurate Supplemental Poverty Measure to determine eligibility. .TSCL believes COLAs need to be more fairly and accurately calculated, and strongly supports recently introduced legislation that would provide an emergency COLA. To learn more, visit . .Currently, when hold harmless is triggered on a nationwide scale there is no provision of law to finance the unpaid portion of Medicare Part B premium increases. Instead, the entire burden of Part B costs is spread over a much smaller number of individuals, which is the 30 percent of Medicare Part B enrollees who are not protected by the hold harmless provision. This has led to significant spikes in Medicare Part B premiums during the hold harmless years, and in 2018 when a COLA finally became payable, to steep jumps in premiums for those whose Medicare Part B premiums were held lower in 2016 and 2017. .
