    The U.S. – Mexico Totalization Agreement—which was signed by the Social Security Administrations of both the U.S. and Mexico in 2004, and is due to undergo review by the current or future President(s)—continues to pose a threat to Social Security beneficiaries. Because of a loophole, if the President signs the final Executive Totalization Social Security Agreement with Mexico, it could lead to Social Security benefits going to individuals who worked in the U.S. while illegal. ."The vast majority of prescription drugs [in the U.S.] are for generic, and there, the U.S. does pretty well," says Andrew Mulcahy, PhD, a senior policy researcher at RAND and the lead author of the report. The Senior Citizens League and the Alliance for Retired Americans endorse my Seniors' Security Act because they know what I do – that our seniors should be enjoying their golden years, not worrying about how they'll pay their bills and stay in their homes. .In 2018, 74% of participants in TSCL's 2018 Senior Survey said to improve Social Security's financing, they support applying the full 12.4% Social Security payroll tax to all earnings, rather than just limiting the amount of wages that are taxable, which is 2,900 in 201Fifty nine percent of survey participants support very gradually raising the Social Security payroll tax by 1% each for workers and employers. TSCL is working to acquaint Congress with Social Security financing changes that have the broadest support among older Americans. .What do you think? In addition, House Republicans revived the American Health Care Act (AHCA), which would repeal and replace most of the Affordable Care Act (ACA) if adopted. Finally, one House Subcommittee met to discuss fraud prevention within the Social Security Disability Insurance (DI) program. .Growing numbers of seniors are working longer, and delaying the start of benefits. According to a TSCL survey conducted early this year, 42 percent of seniors who are still working say they plan to delay the start of benefits until age 66 or thereafter. It's what the government isn't tracking that's keeping your COLAs so low. It may surprise you, as it did us at TSCL, to recently learn that COLAs are calculated using methodology that doesn't directly measure what you pay out-of-pocket for health insurance premiums. Add to that the fact that the consumer price index (CPI) the government uses to calculate COLAs (CPI-W) represents the spending habits of younger urban wage earners and clerical workers — or the spending habits of only 29% of the U.S. population. That's certainly not going to reflect the inflation experienced by most Social Security recipients. ."Congressional Pay Grows 15 Times Faster Than Social Security Checks" .TSCL recently sent a letter to every office in Congress calling for enactment of legislation that would provide an emergency COLA, would prevent an anticipated Medicare Part B premium and deductible spike of more than 22%, as well as legislation that would result in a more fair and accurate COLA using the CPI-E in the future.
