Another Banner Year For Medicare Fraud
On Wednesday, just hours before funding for the federal government was set to expire, Congress passed a continuing resolution (CR) to avoid a shutdown like the one that occurred two years ago. The temporary fix will provide enough funding to last through December 11th. .Our next issue of interest this week is Surprise Billing. Surprise billing does not affect seniors on Medicare as much as it affects seniors under age 65 who still have health insurance through their employer or who are paying for their own health insurance. Surprise billing usually refers to expensive, unexpected medical bills that patients receive from hospitals and doctors' offices even when they have health insurance that they expect will cover the majority of treatments cost. Congress has been getting an earful from voters who are very upset about this situation and there seemed to be a fair amount of optimism that legislation dealing with surprise billing may be able to pass. If it does, there could be an effort to attach legislation dealing with drug prices to that bill. .In October, the Social Security Administration announced that benefits will increase by 2.8 percent in January 2019, but approximately 2 million seniors with the lowest Social Security benefits will not see any net increase in their monthly checks after Medicare Part B premiums are automatically deducted. It will be the fourth year in a row that this group will not see a boost in net benefits due to Part B premiums, which are rising several times faster than Social Security COLAs. … Continued
TSCL Wants to Know: Did You Wind Up Owing Uncle Sam? .This week, lawmakers in the House and Senate adjourned for a week-long recess. In addition, The Senior Citizens League saw three key Social Security and Medicare bills gain support in the House. .As a country, we also need to encourage generations of all ages to be informed about their options for retirement saving and to take personal responsibility for their own financial planning, including understanding the extent of their senior benefits such as Medicare or Social Security or taking advantage of the fact that many employers will match what American workers choose to contribute to their retirement, which means twice the savings. Currently, for many Americans, their personal savings fall well short of what they will need to continue to fund their standards of living after retiring from the workforce full-time – and I worry that each generation is saving less. If financial planning feels overwhelming, there are many existing resources you can access to help ensure you are effectively utilizing your options. The Department of Labor has created a guide called the Top 10 Ways to Prepare for Retirement to help with practical tips for building retirement savings. USA.gov provides an outline of your options for saving as well as a list of questions to ask yourself to ensure you're planning sufficiently for your future. You can also use a retirement calculator to find out the best age to claim your Social Security benefits. If you are experiencing a problem with your pension, profit sharing, or retirement savings plans, USA.gov points to the Pension Rights Center as a potential source of free legal assistance or advice. Knowledge is power, and it's important that Americans of all ages are informed of their options so that they can plan appropriately for their futures. .What is the ,000 Lump-Sum Settlement? ."Even though our new Congress may remain divided, these five areas of broad agreement could be potentially used as a legislative roadmap that would provide greater retirement security and reduce needlessly high Medicare costs," Johnson says. The Senior Citizens League is working for passage of legislation that would boost Social Security benefits, and supports efforts to lower Medicare costs. .For instance, sedatives such a fentanyl and propofol, which are administered to people placed on ventilators to help them breathe, are made with core ingredients from China. Medicines to treat shock, such as epinephrine and dopamine, are also made with chemical components from China. Antibiotics to treat sepsis, a life-threatening bloodstream infection, are made with raw materials supplied by China. .The new study takes a closer look at the Social Security "hold harmless" provision. Typically, Social Security benefits tend to grow slightly each year as COLAs compound over time. But when the Medicare premium increases more than an individual's COLA that can trigger this special provision of law. Hold harmless protects Social Security benefits when the dollar amount of an individual's annual COLA increase is not sufficient to cover the increase in the Medicare Part B premium increase. If the increase in Medicare Part B premium would cause an individual's net Social Security benefit to be less than it was the year before, then the Part B premium is reduced to ensure the individual's Social Security benefit does not decline. .TSCL agrees that improvements must be made to ensure that older Americans are better informed about their benefit claiming options, and we are hopeful that SSA will carefully consider the proposals made at Wednesday's hearing. In addition, TSCL hopes that Congress will appropriate adequate funding to SSA in the months ahead so that field offices around the country can provide the highest quality service possible to individuals nearing and in retirement. For progress updates, follow TSCL's advocacy efforts on Twitter. .What are the potential complications and risks?
