"We are here today because of COVID, and its consequences. Consequences that have worsened the inadequacies that have existed for a long time in our Social Security system. .We cannot afford to overlook the financial risks associated both with the U.S.-Mexico totalization agreement and with any immigration plan that includes an amnesty provision at the expense of first securing our borders against additional illegal immigration. .If signed into law, this bill would repeal the windfall elimination provision (WEP) and establish a new formula to calculate benefits for those with non-covered earnings. The WEP currently affects more than one million seniors who collect Social Security benefits and have earned pensions from non-Social Security-covered employment. .Candidates campaign for office saying they don't support cutting Social Security benefits of current retirees, or those close to retirement. Yet the two recently - enacted changes went into effect almost immediately after passage. People who are under the age of 66 by the end of April 2016 may no longer use file and suspend, and those who were under the age of 62 by the end of 2015 will no longer be able to use restricted applications for spousal benefits. ."The distinction between inpatient or outpatient can make a tremendous difference to what Medicare patients have to pay," says TSCL Executive Director, Shannon Benton. Inpatient stays are covered under Medicare Part A. Inpatients who are hospitalized for three days or more qualify for Medicare's limited nursing home stay coverage. Observation stays are considered outpatient services covered under Part B. But TSCL estimates this "small" change would cost retirees, with average benefits of ,170 in 2011, some ,223 over a 25-year retirement. .Only five weeks remain before the conference committee's December 13th deadline, and House and Senate appropriators are urging the conferees to settle on a top-line spending number even earlier – before the Thanksgiving recess begins on November 22nd.
