These programs are responsible for about 40 percent federal spending in 201House Speaker Paul Ryan recently said he hopes to overhaul entitlement spending before he leaves Congress at the end of his term. .Our seniors worked hard all their lives and paid into the system – they've earned the right to true peace of mind. But the COLA formula in place right now just isn't providing that peace of mind. It's imbalanced and creating uncertainly for millions of Americans. .Medicaid already uses this strategy to lower drug costs, and pays much lower prices than Medicare for the same drug. In June we reported that Medicare spending on the highest price category of prescription drugs, called "specialty drugs," increased from .7 billion in 2010 to .8 billion in 201Spending on the same drugs under Medicaid, the program that provides healthcare for low-income Americans, grew much more slowly over the same period, rising from .8 billion to .9 billion. .In our meetings on Capitol Hill, we're frequently told that Notch reform would more likely be addressed when Congress takes action on comprehensive Social Security reform, as it appears to be interested in doing now. TSCL is meeting with Members of Congress to ensure that Notch Reform is considered. .Legislation passed in 1983 required all Members of Congress to pay into Social Security. That said, like all high-income workers, they only pay Social Security up to the maximum taxable wage, which in 2012 is 0,100. Thus Members of Congress pay no Social Security taxes on the additional ,900 they receive as salary. Since Members of Congress are high-income earners, they are also in line for the maximum tax break due to the payroll tax cut extension. The payroll tax rate has temporarily been cut by 2%, meaning Members of Congress will save ,002 in 2012. .The poll results released this week show clearly that older voters want Congress to improve coverage of these essential services. The Senior Citizens League has endorsed legislation called the Seniors Have Eyes, Ears, and Teeth Act (H.R. 508), a bipartisan bill introduced by Representative Lucille Roybal-Allard (CA-40) and 130 cosponsors in the House of Representatives. If adopted, it would expand Medicare coverage to include vision, dental, and hearing services. .One paid family leave proposal discussed at Wednesday's hearing would negatively impact the future of the Social Security program if adopted. It would allow parents to claim up to 12 weeks of early Social Security benefits as a form of paid family leave following the birth or adoption of a child. To offset the cost, individuals would be required to delay the collection of their Social Security benefits in retirement. Those who take twelve weeks of paid family leave would see their full eligibility ages in retirement increase by as much as twenty-five weeks. .Most Americans contribute 6.2 percent of every paycheck to Social Security, but due to the payroll tax cap, people earning more than 8,400 contribute nothing over that amount. Eliminating the payroll tax cap would extend the solvency of the program responsibly, without cutting benefits for seniors. Do you agree?
