    The budget resolution now heads to the House floor, where its future remains uncertain. Republican leaders in the House have been attempting to win the support of the 40-member conservative Freedom Caucus for weeks, but they have not yet been successful. They will need to rely upon a least a dozen of their votes for its passage. Budget Committee Chairman Tom Price (GA-6) told reporters this week that he is "working with members who are not on the Budget Committee" to build support for it, and that it will be taken up "when we have the votes." .In addition, one new cosponsor – Rep. David Valadao (CA-21) – signed on to the Social Security Fairness Act (H.R. 1795) this week, bringing the total up to ninety-five. If signed into law, the bill would repeal the Government Pension Offset and the Windfall Elimination Provision – two provisions that unfairly reduce the earned Social Security benefits of millions of state and local government employees each year. .In addition, the bill would help finance Part D benefits. The nonpartisan Congressional Budget Office estimates the bill will save Medicare billion over a decade and save beneficiaries billion in out-of-pocket costs over the same period. … Continued

    TSCL agrees that the IPAB should be repealed before it is triggered to begin making cost-cutting recommendations to Congress. Even though the Affordable Care Act forbids the board from "rationing" care, cutting Medicare benefits, or increasing premiums, TSCL is concerned that cuts to providers could result in increased costs for beneficiaries or decreased access to quality medical care. .The report attributed the rapid increase to "an aging population, rising health care costs, and an expansion of federal subsidies for health insurance." In 2039, Social Security, Medicare, Medicaid, and other federal healthcare programs are expected to cost approximately 14 percent of the economy, which is double the 7 percent average that has held steady over the past forty years. .First, one new cosponsor – Representative Ruben Gallego (AZ-7) – signed on to the Competitive DRUGS Act (H.R. 4117), bringing the total up to thirty-seven. If adopted, this bill would prohibit brand name pharmaceutical companies from paying generic drug companies to delay the introduction of their products to the market. Banning these anti-competitive "pay for delay" deals would lead to lower prescription drug prices for older Americans and other consumers. … Continued

Popular with Medicare recipients, Medicare Advantage plans typically offer very low, or even no, monthly premiums, lower costs for some services than traditional fee-for-service Medicare, and coverage for some services that traditional Medicare does not cover, such as dental and vision care. Enrollment in Medicare Advantage plans has more than doubled over the last decade, from 11.1 million in 2010, to 24.1 million in 2020. Ensuring the proper payment level is important not only for the federal government, but also for beneficiaries, since overpayments to Medicare Advantage plans drive up overall Part B costs and cause higher Part B premiums for all beneficiaries, even those not enrolled in a Medicare Advantage plan. .The Senior Citizens League believes that Social Security benefits and annual COLAs could be strengthened three ways: .The U.S. has already hit the most recent debt limit on March 2nd, just one month after the government shutdown ended. The U.S. Treasury is currently using "extraordinary measures" to temporarily keep the federal government funded, but the Congressional Budget Office estimates that the Treasury will run out of cash near the end of the fiscal year (September 30, 2019) unless Congress takes action. .In addition, the AHCA would repeal a tax created by the ACA that serves as a critical funding stream for Medicare's Hospital Insurance Trust Fund. Cutting the tax would accelerate the insolvency of the Medicare Part A Trust Fund, and in a matter of a few years, it would become exhausted. In a Washington Post opinion piece, former Acting Administrator of the Centers for Medicare and Medicaid Services (CMS) Andy Slavitt wrote, "That's clearly no accident: The program would wind up right where ‘entitlement hawks' such as House Speaker Paul D Ryan (R-Wis.) want it – in crisis. If this bill became law, the speaker would finally be positioned to change Medicare to a voucher program." .During the years in which inflation as measured by the CPI-W has been the highest, the difference between it and the chained CPI has been greatest. In 2008, for example, when the CPI-W paid a COLA of 5.8% the following year, the chained CPI would have only paid 5.2%, a difference of 0.6 of a percentage point.
