Congress should prohibit "surprise medical bills. Congress should require healthcare providers and insurers to accept fees no greater than 20 percent more than the Medicare approved fees as settlement. — 82 percent support, 15 percent not sure, and only 4 percent opposed. (Legislation passed in December would provide relief from surprise medical bills but stopped short of tying payments to prices paid by Medicare and Medicaid which are often lower than other rates negotiated by other insurers.) .The Social Security 2100 Act (H.R. 1391), introduced by Representative John Larson (CT-1). Like the FAIR Social Security Act, this bill would base COLAs on the CPI-E. It would also provide a 2 percent benefit bump for the average beneficiary and create a new minimum benefit set at 25 percent above the poverty line. In addition, more than 11 million seniors would see a significant tax cut, since the bill would double the income threshold for the taxation of benefits from ,000 per individual to ,000, and from ,000 per couple to 0,000. .In October, the Social Security Administration announced that benefits will increase by 2.8 percent in January 2019, but approximately 2 million seniors with the lowest Social Security benefits will not see any net increase in their monthly checks after Medicare Part B premiums are automatically deducted. I believe Congress and the President should take plans for deficit reduction elsewhere. Social Security is a self-funded program and has no place in the deficit reduction debate. I will continue to oppose the proposed cuts to the Cost of Living Adjustment for Social Security because it will hurt our most vulnerable seniors. The average senior who retires at 65 will lose about ,000 over 15 years if chained CPI were put into place. For seniors living on a fixed income it could greatly impact their quality of life. .Third, Senator Casey's BENES Act (S. 1909) gained one new cosponsor in Senator Susan Collins (ME), bringing the cosponsor total to two in the Senate. If signed into law, S.1909 would simplify the Medicare enrollment process and help prepare those approaching Medicare eligibility by educating them about the program's benefits. .TSCL strongly supports The PRIME Act, bipartisan legislation that would prevent the loss of billions in Medicare dollars every year. The PRIME act would make it more difficult to misuse Medicare provider billing information used in prescriber fraud. The legislation also requires the Center for Medicare and Medicaid Services and law enforcement to take steps to curb the use of stolen physician identities. .That report estimates the Social Security trust fund could be depleted by 2030, five years earlier than the official government estimate, because of the recession and long-term near-zero interest rates triggered by the pandemic. .Dental insurance works differently than health insurance. Standard Medicare, for example, has an 80/20 structure. Traditional Medicare pays about 80% of the Medicare approved cost, while the patient, or the patient's supplemental insurance, pays most, or all of the balance. On the other hand, dental insurance can follow a 100-80-50 structure. If you use in-network dentists, dental plans may pay 100% of routine preventive services, such as x-rays, cleanings and exams. The plan may pay only 80% for basic procedures such as fillings, root canals, and extractions. And major procedures such as crowns, implants and gum disease treatments may only be reimbursed at 50%, which can set you back with significant out-of-pocket costs. .At the hearing, much of the focus was on the current state of the Social Security Trust Fund. Most Members of the Subcommittee, including Chairman Sam Johnson (TX-3), seemed to agree that Social Security is on the fast track towards insolvency, but Ranking Member Xavier Becerra (CA-31) was adamant that the program is on solid footing. .Sources: Hearing on Combating Waste, Fraud, and Abuse, Office of the Inspector General, Social Security Administration, January 24, 201"Levin, Conrad Introduce CUT Tax Loopholes Act," Senator Carl Levin, February 7, 2012. .Unlike Medigap plans, Medicare Advantage plans charge a co-payment every time you visit a doctor, use a lab, or have a brief hospital stay. In fact, Medicare Advantage plans can charge a very hefty 5 — 5 per day co-payments for hospital stays that generally would cost nothing at all under Medigap supplements for the same period. Seniors, especially those who are older, and who might require hospitalizations or have chronic health conditions, may wind up spending as much or even more out-of-pocket in a low, or no premium Medicare Advantage Plan as they would with under a Medigap plan. Medicare Advantage plans appear to be more advantageous for seniors who: .At Wednesday's hearing, several lawmakers asked Congressman Price about his plans to implement a new executive order from President Trump – signed following his inauguration on January 20th – that will dismantle parts of the Affordable Care Act (ACA). To these and other questions about the ACA's repeal, Congressman Price responded ambiguously by assuring lawmakers that he would "make certain that we have the highest-quality health care and that every single American has access to affordable coverage."
