The bipartisan bill, called the Consumer Price Index (CPI) For Seniors Act (H.R. 2016), would require the Bureau of Labor Statistics to create and publish a new inflation index based solely on the spending patterns of senior citizens. .The Congressional Budget Office recently issued a report stating that the federal budget will hit the debt limit and run out of cash early to mid-October. Some Congressional leaders have said they would like to vote on the budget and upcoming debt limit negotiations prior to the August recess. Four days in, neither side has wavered much from its position. Leaders in the Senate are pressuring the House to pass a "clean" temporary funding measure, while leaders in the House continue to demand provisions that would delay or defund the Affordable Care Act. .Congressional Republicans have also indicated opposition to the administration's proposal, saying it breaks from GOP philosophy by linking U.S. prices to those in other countries where there are price controls. While they like it in part, some Democrats have said it does not go far enough in lowering prices. The change would only lower prices for physician-administered drugs for people on Medicare, meaning people with private insurance and people getting drugs at the pharmacy counter would not benefit from lower prices. .Last year the House did pass a Medicare negotiations bill, which would cap out-of-pocket drug costs for older people and expand program benefits as well. But it has had no Republican support in the House, and it has no path forward in the Republican Senate because Senate Majority Leader Mitch McConnell (R-Ky.) has refused to bring it up for a vote. In addition, the White House calls it unworkable. .The proposal calls for switching to a more slowly-growing consumer price index (CPI), known as the "chained" CPI, to calculate annual COLAs. Chaining is an apt name for it because that's what it would do to benefits — chain them down. .On Thursday, the House Ways and Means Social Security Subcommittee held a hearing to discuss the findings of the new 2018 Social Security Trustees Report. Those on the subcommittee heard from Stephen Goss, Chief Actuary at the Social Security Administration. .What is likely to happen if the test is not done? .Also last week, House Democrats unveiled a range of health care measures to be included in their coming .5 trillion package, including provisions to lower prescription drug prices and expand Medicaid in the 12 GOP-led states that have refused to do so.
