    While more than 47 million citizens of the United States are Medicare beneficiaries, each day 10,000 newly eligible citizens enroll in the Medicare program. And, according to the non-partisan Congressional Budget Office (CBO), the Hospital Insurance Trust Fund — the fund that pays the Medicare bills — is projected to become exhausted in 202On top of this, the Department of Justice estimates that billion is lost each year from fraud in the Medicare program. .Where this leaves the President's policy at this point is not clear, but it is highly unlikely the program will be able to move forward while Trump is still in office. For more sample town hall questions, read this month's Legislative Update HERE. .(Washington, DC) – Providing a cost-of-living adjustment (COLA) in 2016 should be the next top priority for Congress, according to a new poll of retirees released today by The Senior Citizens League (TSCL). When asked, "Which of the following should be the most important priority for Congress in the next few months?" the majority of poll respondents — 34 percent — said that Congress should "Provide a higher and more fair COLA." In October the Social Security Administration announced that inflation is so low there would be no COLA next year. "But Social Security beneficiaries today are struggling to keep up with rising costs, and next year's zero COLA will put them even further behind," says TSCL Chairman, Ed Cates. ."That combination elevates the risk of disruptions to care, and unexpected, uncovered costs — two problems that could plague seniors shifted to new managed-care plans," Hyland says. Most states are expected to "passively enroll" beneficiaries into the plans requiring beneficiaries to take the initiative to opt out. "It is too early to know what type of choices those wishing to opt out will have," Hyland notes. "Without a strong notification and education process, many of the affected dual eligibles may not be aware, or understand, that they have new health coverage, " he says. Commissioner Colvin backed the plan to address the DI program's looming insolvency that was released by President Obama in his recent fiscal 2016 budget blueprint. That proposal would adjust the distribution of payroll tax revenues for a period of five years, so that the DI program would receive 0.9 percent more than it currently is receiving, adding around seventeen years to the trust fund's solvency. .TSCL supports allowing any veteran to get the Covid vaccine at the VA and we will keep an eye on the progress of this effort. .The federal contribution would be redirected from disaster relief money at the Federal Emergency Management Agency (FEMA). Those funds are not likely to last more than two months, and the President did not say when the benefits would kick in. .Here's how the coverage gap works. Once individuals and their Medicare Part D plans spend the initial coverage amount (,310 in 2016) on covered prescription drugs in a calendar year, beneficiaries hit the doughnut hole. Once in the doughnut hole, coinsurance on covered drugs is not only higher, one must also pay a substantial amount out-of-pocket to reach the limit for catastrophic coverage. For brand-name drugs in the coverage gap, individuals are responsible for 45% of the cost, and for generic drugs, they're responsible for 58%. Once out-of-pocket costs for those in the doughnut hole total ,850, catastrophic drug coverage takes effect, and Part D plans pay 95% of prescription drug costs until the calendar year ends. .To fix the program, TSCL also supports an increase in Continuing Disability Reviews, which are conducted to determine whether an enrollee still qualifies for benefits, and an increase in the payroll tax cap, which currently sits at 8,500. Committee Chairman Orrin Hatch (UT) expressed concerns about the rule's potential unintended consequences. He said: "I believe this experiment is ill-conceived and likely to harm beneficiaries. It is an overreach on the part of CMS that, in my opinion, goes beyond the agency's statutory authority, extends nationwide, and requires all Medicare Part B providers to participate." .Democratic leaders believe the measure could save almost half a trillion dollars if it were to pass. And while it would be much more likely to be brought up for a vote, the uncertainty about whether it could pass in the Senate remains.
