    Last fall, as part of his deficit reduction plan, President Obama recommended charging a 30 percent surcharge on Part B premiums to new beneficiaries who purchase Medigap polices with "near first-dollar" coverage. But do Medigap supplements encourage the over use of services? According to the Kaiser Family Foundation, about 20% of Medicare beneficiaries have a Medigap policy and they paid an average of 8 per month for premiums in 2010 (premiums vary significantly). People purchase the policies specifically to protect against the considerable costs that Medicare does not cover, and to help keep budgets in retirement years more predictable. They have modest incomes, but don't qualify for Medicaid. About 66% have incomes below ,000 and nearly 31% have incomes below ,000. .Judge Rules Hospitals Must Disclose Prices .In case Congress is not able to come to an agreement concerning legislation to lower prescription drug prices, there are reports that President Trump is considering executive action to cut drug prices ahead of the 2020 election as he enters his re-election seeking to rebut Democratic criticism that his policies have hurt U.S. health care. … Continued

Warning: Scams prey on seniors and others .Last July 24 President Trump announced his intention to sign four executive orders regarding prescription drugs, including one that would tie the cost of drugs in the US to drug prices in other countries. At the same time, he said he would delay signing the order and give pharmaceutical companies, which have vigorously opposed such a move, time to come up with their own plan to lower drug prices. .Even though I'm not on Medicare yet, these new quality initiatives will, one way or another will affect most patients, even those like me who are still under the age of 65 as doctors reorganize. I felt dumped. .Fiscal Cliff Negotiations Continue .TSCL encourages its members and supporters to attend these events and to voice their concerns about important Social Security and Medicare issues like inadequate cost-of-living adjustments and skyrocketing prescription drug prices. .Cost-of-Living Adjustments (COLAs) have languished at exceptionally low levels in recent years. Administration officials and economists point to the sluggish economy and recent economic recession as the reason. Despite a 2004 law forbidding illegals from claiming Social Security benefits, they are able to do so if at some point their status changes and they receive work authorization — as would happen under an amnesty. With work authorization, noncitizens can file a claim for Social Security benefits. Under current law when determining entitlement for benefits, Social Security uses all earnings for calculating the primary benefit amount, even if the earnings were for unauthorized work using fraudulent documents. All the individual needs to do is to supply evidence of the earnings, such as old W2s, and earnings in the ESF file would be "reinstated" to the account of the claimant. .The Scott bill passed the Education and Labor Committee on Tuesday of this week. It has a different approach for dealing with surprise bills that limits the arbitration process and sets forth a benchmark payment rate.
