But while these surgeries will be removed from the inpatient-only list, the government did not approve any of them to be performed anywhere else. Patients will still have to get care at hospitals but, because these services have been reclassified, they will be billed under Medicare Part B as outpatient services, instead of Medicare Part A for hospital services. Medicare beneficiaries pay a bigger share of the costs under Part B, than under Part A for an inpatient stay, and those costs would also drive up Medicare Part B premiums in the future. .The Medicare Part D "doughnut hole" – the gap in coverage that occurs when beneficiaries reach their initial annual payment limit – is costing many older Americans thousands of dollars per year. Not all beneficiaries hit the limit each year, but in a recent survey of TSCL's members and supporters, we learned that 28%, more than one-in-four respondents, fell into the doughnut hole in 2015. .The 113th Congress: A New Opportunity for TSCL .These benefits are far from generous. Compared to other industrialized nations, we have one of the most paltry social insurance systems in the world. Seniors have an average Social Security benefit of only ,328 a month. This is not enough to keep someone in the middle class. .Be suspicious of products that claim to treat a wide range of diseases. .If adopted, the bill would strengthen and reform the Social Security program responsibly, without enacting any benefit cuts for older or disabled Americans. Among other things, it would: boost Social Security benefits by 2 percent, protect against inflation by basing cost-of-living adjustments (COLAs) on the CPI-E, create a new minimum benefit set at 125 percent of the poverty line, and cut taxes for over 12 million Social Security beneficiaries. .Not surprisingly, TSCL surveys and email indicated that although Medicare costs continued to grow from 2010 to 2011, many seniors were forced to cut back and forego healthcare services. This undoubtedly was a major reason why government spending on Medicare remained relatively flat. The following table illustrates responses to a question from the TSCL 2011 Healthcare Cost Survey conducted in October 2011: .According to Rep. Roskam, the bill would enhance data sharing between states and agencies so that they can more easily catch scammers, and it would modernize outdated fraud prevention systems.
