What would I do if I need a prescription quickly? .After a much-anticipated mid-term election and an active "lame duck" session on Capitol Hill, the 114th Congress has officially begun and The Senior Citizens League (TSCL) is gearing up for another busy year. With the November elections behind them, lawmakers will finally be able to focus on some of the complex policy issues that sit high on their agendas, like deficit reduction, Social Security reform, and an overhaul of the immigration system. .Those born during the Notch period "saved Social Security" by receiving lower benefits for the rest of their lives. They are the generation that fought and sacrificed during World War II. Now, although they receive lower benefits, they are among the senior age group hit hardest by escalating health care insurance premiums and prescription drug costs. .In his speech, President Obama also spoke briefly about a new retirement savings plan that will allow citizens to invest in low-risk Treasury bonds through "myRA" accounts. Shortly after the speech, he signed a presidential memorandum directing the Treasury Department to create the new plans. While TSCL agrees that saving for retirement is crucial for younger generations, we were disappointed that the President did not propose any efforts to assist today's seniors. Most Americans over the age of sixty-five rely heavily upon their Social Security checks to meet their daily needs. However, our research shows that seniors are unable to keep up with rising costs – their expenses are rising more than twice as fast as the Social Security cost-of-living adjustment. We strongly believe that Congress should act soon to restore the purchasing power of Social Security benefits. .If it seems too good to be true, it probably is. .Over the past five years, the Social Security cost-of-living adjustment (COLA) has reached an all-time low, averaging just 1.5 percent. Seniors, however, have reported that their living expenses are higher than ever. In fact, The Senior Citizens League (TSCL) has found that seniors have lost almost one-third of their purchasing power since 2000, and their expenses have increased more than twice as fast as the annual COLA. Today, it is more clear than ever that the Social Security COLA is failing to help seniors keep up. .Locality pay adjustments are currently used to adjust the paychecks of federal workers. Federal employees receive a two-part pay adjustment that includes base pay (which is established by a specific formula set by law) and locality pay adjustments. The locality pay adjustment varies depending on where the employee works. The parameters aren't set by law but use metropolitan statistical areas to define locality pay areas. .TSCL was first established as a special project of TREThe Enlisted Association. On January 1, 1995, TSCL became an independent 501[c][4] citizens' action organization and therefore donations are not tax-deductible. .TSCL has been successful in gaining co-sponsors for legislation to address Notch reform. The Notch Fairness Act, introduced in House and Senate by Representative Mike McIntyre (NC-17) and Senator David Vitter (LA) would provide Notch Babies born 1917 through 1926 their choice of ,000 paid in four annual installments, or an improved monthly benefit. As of June 30, seventeen Members of Congress had signed on as co-sponsors. One new cosponsor said he was signing on to The Notch Fairness Act in honor of his father a Notch baby who recently passed away.
