Medicaremedicaid Dual Eligibles May Be In For Health Plan Change
Instead of using the CPI-W or the "chained" CPI, TSCL has been advocating for an inflation index that we believe would actually result in a more accurate Social Security COLA. We favor the CPI for Elderly Consumers (CPI-E), which the BLS has been tracking &ndah; but not utilizing – for decades. This index has shown that the spending inflation for seniors averages about two-tenths of a percentage point higher than the rate at which the CPI-W increases. We estimate that a senior who retired with average Social Security benefits in 1984 would have received ,496 more through 2013 had the CPI-E been used. .Here's how we got here: The hold harmless provision was triggered nationally in 2016 when the Social Security Administration announced that there would be no COLA payable, due to a drop in inflation. Barbara's Medicare Part B premium stayed the same as it was the year before, at 4.90, even though Medicare Part B premiums in 2016 jumped to 1.80 for about 30% of beneficiaries, such as new enrollees who were not protected by the hold harmless provision. .Medicare's Fall Open Enrollment Period started on October 15th and will run through December 7th. After a bill passes Congress there is a certain process that must be followed when it is transmitted to the President for his signature. That is why the extra time is needed at this point. .Mary Johnson .Many on Capitol Hill consider the proposal to be a political document and deemed it "dead on arrival," though Congress could use the proposal as a road map while forming their own fiscal 2013 budget. TSCL will keep a close eye on this debate over the coming months. .During the most recent years for which data are available (2000-2004), the total number of mismatched wage reports jumped from 217 million at the end of 1999 to 264 million by 2004, an average of more than 9.3 million per year—82% higher than during the 1990's and more than double the rate of the 1980's. .It remains to be seen how long the impasse will last, and whether or not Congressional leaders will lend their support to the bipartisan group's plan. Currently, no clear end to the shutdown is in sight. The Senate will remain in session over the weekend, and Members of the House have been told to stay in Washington for possible votes. The government shutdown should not have any effect on the daily lives of seniors, but TSCL will closely monitor the discussions for any developments, and we will continue to post updates here in the Legislative News section of our website. .This is not the end of the story, however. More legislation will be needed to stop additional Medicare payment cuts that are scheduled in 2022. .In addition, one new cosponsor – Rep.
