    While the Social Security Trustees project that the program will remain solvent until 2033 and that the Medicare Trust Fund will be solvent until 2024, both programs are currently paying out more than received in cash revenues. Because the federal budget is in deficit, the government is borrowing the money to pay benefits. The cost of interest payments is increasing as a portion of the federal budget. It's no longer a matter of 'if' Congress will cut Social Security and Medicare, but "when" most policy observers now believe. Much will depend on Congressional budget negotiations in coming weeks as lawmakers address the extent to which borrowing can continue for payment of Social Security and Medicare benefits. .The study says the program would have saved 7 million that year if generics had been substituted for all the brand-name medicines requested by prescribers. Additionally, if Medicare patients had sought generics instead of brand-name drugs, Medicare Part D would have saved another 3 million. .The letter that TSCL delivered to congressional leaders this week urged lawmakers to begin immediate discussions about lifting the debt limit and preventing a default on the federal debt. Art Cooper – Chairman of TSCL's Board of Trustees – wrote: "Our supporters nation-wide hope you will act swiftly and responsibly to avert delays in Social Security benefits and payments to Medicare providers, and they will not tolerate additional cuts to their earned Social Security benefits." .
