At the hearing, Burwell made two key points of interest to TSCL. First, she commented that she fully supports President Obama's proposal to increase means testing within Medicare. TSCL opposes the President's plan since we fear that it could have unintended consequences that would ultimately drive up costs for many of the oldest and poorest seniors. Second, Burwell committed to work with Congress to repeal and replace the flawed sustainable growth rate (SGR) formula, which has brought instability to the Medicare program for more than a decade. TSCL supports efforts to find a permanent solution, since repealing the SGR will result in higher quality medical care for seniors. .Under the Affordable Care Act, or Obamacare, private and public sector large employers are responsible for providing health insurance for employees and contributing toward the cost of insurance. For example, 73 percent support raising the amount of wages subject to Social Security payroll taxes by applying the full 12.4% payroll tax to wages above the taxable maximum —8,700 in 201Currently the highest earners — some 18 percent of all workers, pay no Social Security taxes on wages over the 8,700 maximum — that includes Members of Congress who receive an annual salary 4,000. If signed into law, the bill would reform the Social Security program in three ways: it would adjust the benefit formula, resulting in more generous monthly benefits; it would adopt the Consumer Price Index for Elderly Consumers (CPI-E), resulting in more accurate cost-of-living adjustments (COLAs), and it would lift the cap on income subject to the payroll tax. It would extend the solvency of the Social Security Trust Fund responsibly, without cutting benefits for seniors. .The study examined the increase in costs of 32 key items between 2000 and January 201The items were chosen because they are typical of the costs seniors must bear. Social Security benefits on the other hand have grown by only 43 percent. The findings represent an especially big loss in buying power of 7 percent from January of 2016 to January of 2017.
