    Last fall, as part of his deficit reduction plan, President Obama recommended charging a 30 percent surcharge on Part B premiums to new beneficiaries who purchase Medigap polices with "near first-dollar" coverage. But do Medigap supplements encourage the over use of services? According to the Kaiser Family Foundation, about 20% of Medicare beneficiaries have a Medigap policy and they paid an average of 8 per month for premiums in 2010 (premiums vary significantly). People purchase the policies specifically to protect against the considerable costs that Medicare does not cover, and to help keep budgets in retirement years more predictable. They have modest incomes, but don't qualify for Medicaid. About 66% have incomes below ,000 and nearly 31% have incomes below ,000. ."To lower the expected cost of these new benefits, House Democrats have proposed introducing the new dental benefits starting in 2028, ramping up the coverage over five years." .The good news is that there was progress last week in moving the needed legislation forward.   • Insurers Use Misleading Marketing Tactics Feed

    A major study by two economists at the Social Security Administration found that the growth is mainly due to Baby Boomers moving into disability-prone ages, growth in the number of women covered for disability benefits, and ordinary population growth. But the researchers were unable to account for 10 percent of the growth that they attributed to what they dubbed the disability "incidence rate" — meaning the growth not attributable to something else. Some members of Congress and the public are beginning to question whether overly vague eligibility criteria, and too many applicants receiving benefits that they aren't entitled to, might be to blame. .Medicare's Fall Open Enrollment Period started on October 15th and will run through December 7th. For the past 14 years, I have volunteered to help neighbors and friends learn about changes in their current Part D prescription drug or Medicare Advantage coverage during this period. In addition to the cost of pharmaceuticals, the simple availability of them is crucial for seniors, especially during times like this. .The massive cost of both House and Senate tax bills, estimated to add .5 trillion to the deficit, will trigger automatic spending cuts in 2018 due to language in the Statutory Pay-as-You Go Act of 20The Act, commonly known as "pay-go", prevents legislation from adding too much money to the deficit. Because the .5 trillion cost of the bill is not adequately offset, the Medicare program will see billion in cuts in 2018, and other critical programs like Meals on Wheels would see their budgets slashed. Lawmakers have said they will pass legislation early next year to avert these cuts, but that remains uncertain.
