Congress was out of session this week because of the Presidents' Day holiday. Nearly all of those up for re-election (all of the House of Representatives and one-third of the Senate) were back in their home states and districts, most likely meeting with constituents and/or raising money for their campaigns. So although there was not a lot of news coming out of Congress, news was being made by the Trump administration. .Obama's new policy for illegal immigrants was recently announced and implemented without Congressional approval. Now questions are growing about the potential for widespread fraud — and with good reason, it seems. Less than two months after the government announced some 800,000 illegal immigrants would qualify for work authorization under the program, immigration policy analysts now say that more than twice that number, nearly 1.8 million, will qualify. The U.S. Department of Homeland Security appears to be accepting a surprisingly wide variety of evidence and supporting documents from applicants, hoping to prove that they qualify to stay in the U.S. and for temporary work authorization. .Surprise! Recent Budget Law Accelerates Closing Of Medicare Part D Doughnut Hole .Third, Senator Casey's BENES Act (S. 1909) gained one new cosponsor in Senator Susan Collins (ME), bringing the cosponsor total to two in the Senate. If signed into law, S.1909 would simplify the Medicare enrollment process and help prepare those approaching Medicare eligibility by educating them about the program's benefits. .Require new deductibles and cost-sharing while limiting what Medigap plans could cover. Because Medicare doesn't cover all of the costs, seniors purchase supplemental coverage, known as "Medigap," to cover deductibles, and co-insurance. A proposal from President Obama's Fiscal Commission would impose a new deductible of 0 and new cost-sharing. Then, it would restrict what Medigap plans could cover, adding up to ,000 in new out-of-pocket costs that the more comprehensive Medigap plans cover now. .We end the update this week with some hopeful news regarding Alzheimer's disease. According to a report from National Public Radio, there is evidence that vaccines that protect against the flu and pneumonia may actually protect people from Alzheimer's, too. The evidence comes from two studies presented last Monday at this year's Alzheimer's Association International Conference, which is being held as a virtual event. .Fortunately, H.R. 3 is not the only legislation in either house of Congress that could lower drug prices and accomplish the other things necessary to fix Medicare and Social Security. .We at TSCL believe that if the drug companies do not offer vaccines or treatments either free of charge, at-cost, or with only a small profit, Congress must take action to reduce the cost. It is simply unacceptable for the American taxpayers to have to pay a large amount of money for something that is so desperately needed by everyone and that has disrupted, and most likely permanently changed, our lives. .Second, the Social Security 2100 Act (H.R. 1902) gained one new cosponsor in Representative Jimmy Gomez (CA-34), bringing the cosponsor total to 16If signed into law, H.R. 1902 would strengthen Social Security benefits by improving the cost-of-living adjustment (COLA), increasing monthly benefits by 2 percent, creating a new Special Minimum Benefit equal to 125% of the poverty line, providing a tax cut to Social Security beneficiaries, applying the payroll tax to annual income over 0,000, and gradually increasing the payroll tax rate by 0.25%.
