    Sadly, Washington is feeding Americans misinformation about Medicare and how we are trying to save the program. No one in Washington wants to see our seniors suffer. But the truth is undeniable: If we don't address this now, together, Medicare really will end. If anyone else tells you differently they are not facing reality. We must take steps — even small steps — to address this. That's what this Resolution does: it forces us to consider two steps toward common ground. .Access to work authorization is a key issue for Social Security. With work authorization, non-citizen workers can become eligible for Social Security and Medicare benefits. Under current law workers become fully eligible for Social Security benefits after ten years of work. A new survey by the Pew Hispanic Center indicates that an estimated 6.4 million illegals have been living in this country for at least 10 years and thus potentially would be in line for Social Security and Medicare should they receive work authorization. .Under current law, the Social Security COLA is determined by the percentage change in the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W). This index surveys the spending patterns of younger working adults under the age of 62 and doesn't include the households of people who are retired. But older and disabled Social Security recipients allocate their budgets differently than younger working adults, spending a larger share of their income on medical and housing costs which, in many years, tend to rise faster than overall all inflation. … Continued

    Pressure is on Congress and President Obama to reach a deficit reduction agreement to address rising federal debt. Many analysts expect that cutting annual cost-of-living adjustments (COLAs) will be a central part to any agreement. That would not only cut the benefits of more than 53 million Social Security recipients, but those of Railroad Retirement recipients, military and federal worker retirees as well. .As we've found out in our meetings with Congressional staff members, Congress is hearing thousands of complaints from voters who want surprise billing stopped. But, they are also hearing from the health care providers who are making a lot of money from surprise billings and they are fighting back to try and stop or modify legislation. Because of the pressure Congress is receiving from opposing sides, getting legislation to fix the problem is more complicated than you might expect. There are four bills in the Senate to deal with the issue and five in the House. .The U.S. depends on China for thousands of chemicals needed to make prescription drugs. That's because it turns out that pharmaceutical companies have outsourced our generic medicine manufacturing to China. … Continued

The future of the AHCA remains uncertain in the House, and in the Senate, lawmakers have been even more cautious about its prospects. On Wednesday, Senate Majority Whip John Cornyn (TX) said: "Once [House lawmakers] pass the bill, my assumption is, the Senate's going to take a look at it but not necessarily be rubber-stamping what they're proposing. I would anticipate that we'll do what we used to do all the time which is, the House will pass a bill, we'll pass a bill, and then we'll reconcile those in a conference committee." .This week, after months of discussions, leaders in the majority party revealed legislation to replace the Affordable Care Act. In addition, in a Wednesday meeting with President Donald Trump, two lawmakers proposed a plan to reduce prescription drug costs for Medicare beneficiaries. .TSCL feels strongly that the Guaranteed 3 Percent COLA Act would go a long way in ensuring the retirement security seniors have earned and deserve. We lend our enthusiastic support to H.R. 3588, and we look forward to working with Congressman Engle through the remainder of the 114th Congress to help build support for his important new bill. .The Senior Citizens League (TSCL) will be monitoring CR discussions in the Senate in the coming hours and days, and we will post updates on Facebook and Twitter. In addition, we will continue to monitor ongoing budget discussions since they are expected to include plans to repeal the Affordable Care Act. As was noted in a recent legislation update, repealing the law would impact the Medicare program in several ways. For instance, progress that has been made to close the prescription drug "doughnut hole" would be reversed, and the Hospital Insurance Trust Fund that finances Medicare Part A would lose an important stream of funding that the law created. The Trust Fund could face immediate depletion if eliminated. .Participants in The Senior Citizens League's surveys indicate that household medical expenses consume a significant portion of their monthly income. More than 39 percent of respondents to a recent survey say that they spend more than 0 per month on Medicare and other healthcare costs. In 2020, the average Social Security benefit is ,460, but the 1.6 percent COLA raised the average Social Security benefit by only .40 per month this year.
