Comprehensive legislation like the Prescription Drug Affordability Act (S. 2023, H.R. 3513) would go a long way in making life-saving medications more affordable for Medicare beneficiaries, and we will continue to advocate for it in the months ahead.   • Legislative Update For Week Ending March 15 2019

    Background Information: Roughly 56% of older taxpaying households paid income taxes on a portion of their Social Security benefits this year, even though many of them only made twice the federal poverty level in income. Question: Do you believe this is fair, and if not, what should be done about it? .Medicare Advantage plans have somewhat different costs. If the stay is considered observation care, however, that is covered under Medicare Part B, which means you will have a copayment for each individual outpatient hospital service. In addition, Part B doesn't cover most prescription drugs that are received in an outpatient setting. Perhaps even more importantly, the lack of inpatient status also disqualifies you from receiving Medicare-covered care in a skilled nursing facility or nursing home. .The Senior Citizens League (TSCL) will be monitoring CR discussions in the Senate in the coming hours and days, and we will post updates on Facebook and Twitter. As was noted in a recent legislation update, repealing the law would impact the Medicare program in several ways. For instance, progress that has been made to close the prescription drug "doughnut hole" would be reversed, and the Hospital Insurance Trust Fund that finances Medicare Part A would lose an important stream of funding that the law created. And the burden is not just on our seniors – it's on each of us to stand together as a community against these attacks. .This is a major blow to military retirees whose reasons for settling around a military base included getting the health care they were promised when they agreed to serve a career in the Armed Forces. .In our meetings on Capitol Hill, we're frequently told that Notch reform would more likely be addressed when Congress takes action on comprehensive Social Security reform, as it appears to be interested in doing now. TSCL is meeting with Members of Congress to ensure that Notch Reform is considered. .Dental insurance works differently than health insurance. Standard Medicare, for example, has an 80/20 structure. Traditional Medicare pays about 80% of the Medicare approved cost, while the patient, or the patient's supplemental insurance, pays most, or all of the balance. On the other hand, dental insurance can follow a 100-80-50 structure. If you use in-network dentists, dental plans may pay 100% of routine preventive services, such as x-rays, cleanings and exams. The plan may pay only 80% for basic procedures such as fillings, root canals, and extractions. And major procedures such as crowns, implants and gum disease treatments may only be reimbursed at 50%, which can set you back with significant out-of-pocket costs. .Your mail order pharmacy may require that your doctor fax the prescription and you will also mail in the original as well as other required forms, your check, or credit or debit card information. Be sure to find out when medications requiring refrigeration are shipped so you can be expecting them. In general, you can order refills after 60 days or so. .This week, TSCL's Board of Trustees traveled to Washington, D.C. for their first meeting of the year. TSCL's all-volunteer Board of Trustees includes the following members: Edward Cates, Chairman; Tom O'Connell, Vice-Chairman; Charlie Flowers, Secretary; John Martinez, Treasurer; Michael Gales, PAC Treasurer; Rick Delaney, President and Liaison of The Retired Enlisted Association; and Larry Hyland, Immediate Past Chairman of TSCL. .As we foresaw last week, Congress was not able to finish its work by the end of the day last Friday and had to pass two continuing resolutions (CR) in order to give themselves more time. The current CR runs through next Monday, the 28th. .Despite progress on the bill's movement in the House this week, the AHCA appears to have a tough road ahead. TSCL will be keeping a close eye on it in the days and weeks ahead since its passage would negatively impact the health and financial stability of older Americans.
