Recent Budget Law Accelerates Closing Of Medicare Part D Doughnut Hole .The Senate has been back in session for a few weeks and has held votes on some legislation but what we at TSCL are watching is what's been happening in both the Senate and House committees that deal with legislation of major concern to seniors. .Terry: The anchor takes on too much weight, swaying the decision in a particular direction. It can lead us to ignore or never even consider other options. In buying a used car, the sales price may be much higher than the car is worth. Patients would spend less to achieve better health. Value-based care systems focus on helping patients to recover from illness and on managing or avoiding chronic disease. The aim is to decrease the need for doctor visits, medical tests and procedures, and to reduce the amount of money spent on prescriptions while improving health. Value-based care encourages health providers to spend time on prevention-based services in order to focus more efforts on managing chronic disease with the goal of reducing costs like emergency room visits and hospitalizations. .TSCL also announced its support this week for the Medicare Prescription Drug Price Negotiation Act (S. 41, H.R. 242), which was introduced by Senator Amy Klobuchar (MN) in the Senate and by Representative Peter Welch (VT) in the House. Their bill, if signed into law, would require the Secretary of the Department of Health and Human Services (HHS) to negotiate prescription drug prices on behalf of nearly 40 million Medicare Part D beneficiaries. If HHS were able to negotiate similar prices as those paid by Medicaid and the Veterans Health Administration, the Medicare program would save billions of dollars annually, and beneficiaries would have better access to more affordable prescription drugs. .(For more details see our "FAHow ‘Undocumented' Workers Are Becoming Entitled To Social Security.") Of particular importance is an exception that applies to immigrants receiving benefits living in a country with which the U.S. has a totalization agreement. It appears that under the U.S./Mexico Totalization Agreement, all that any illegal Mexican worker must do to qualify for benefits is return to Mexico. Once a claim has been filed, the U.S. Social Security system counts all earnings, even for jobs worked without legal authorization, to determine entitlement to benefits. TSCL is particularly wary of how the 2012 presidential election may affect the status of the agreement.
