    Part D — If you choose a Medigap plan, or a Medicare Advantage plan that does not offer drug coverage, you will need a Part D plan. If you take any prescription drugs, be sure to input your medications to get an accurate estimate of costs and to check the coverage of the drugs you take. Coverage of prescription drugs varies from plan to plan and from one year to the next. The average monthly premium for Part D plans weighted for enrollment is Plans often charge a deductible and in 2011 you would need to spend a total of ,550 out-of-pocket (not including premiums) before reaching catastrophic coverage. .Last year, I co-founded the bipartisan House Retirement Security Caucus in order to raise awareness about the importance of properly planning for retirement (and the pitfalls of not doing so).     Mismatched earnings reports remain in the ESF until SSA obtains evidence to link the unidentified earnings to a valid SSN — a process termed "earnings reinstatement."(14) When SSA encounters reports that don't match its records, SSA goes through an involved, and time-consuming attempt to make a match. Reinstatements can occur any time, even years later. .In an interview this week, Rep. Charles Boustany (LA-3), who sits on the House Ways and Means Committee, revealed that the negotiators have hit a road block. They are struggling to come up with an offset for the bill, which could cost as much as 3.2 billion. Rep. Boustany said, "We're running out of time. We may end up with another one-year patch before it's all over. But, you know, we'll keep working, see if we can get to something." TSCL sincerely hopes that those on the three committees will successfully merge their bills to create a permanent, sustainable path forward. We will keep a close eye on the evolving negotiations in the coming weeks, and we will continue to urge lawmakers to repeal and replace the SGR. .Both retirees and the disabled spend a very significant portion of their incomes on healthcare costs. For many, health insurance premiums are the most significant expense that they incur every month. That includes what the government automatically deducts for Medicare Part B, and what individuals shell out for a Medicare Advantage plan or Medigap policy, and Part D drug plan. According to a policy brief from the Kaiser Family Foundation, premiums account for the largest share of Medicare beneficiaries' out-of-pocket health spending. Four-in-ten Medicare beneficiaries spend more than 10 percent of their income on premiums alone. Take TSCL's 2016 Senior Survey. .Under current law, if an illegal immigrant eventually gets a work-authorized Social Security number through "guest worker" immigration legislation, or work covered under the Totalization Agreement, that worker could then eventually apply for Social Security benefits once eligibility requirements are met. Regardless of citizenship status, once an immigrant has a "work-authorized" Social Security number, that person may claim credit for all earnings, even those earned while working illegally. .Key Bill Gains Support .The income thresholds that subject benefits to taxation are based on your Modified Adjusted Gross Income, which includes half of your Social Security benefits and some tax - exempt income. The following chart illustrates the thresholds and the amount of tax on Social Security income. .Medicare supplements tend to have higher premiums than Medicare Advantage plans, but will cover most, or even all of your out-of-pocket costs, depending on which policy "A" –"N" that you choose. Medicare Advantage plans have lower premiums, but you instead pay co-pays for every service. If you get sick or you are hospitalized, your out-of-pocket costs could be thousands of dollars. But unlike Medicare alone, Medicare Advantage plans have annual out-of-pocket maximums to cap what you pay. Those maximums average ,332 in 2017 but can be as high as ,700. .TSCL is particularly concerned about adding significant new long-term permanent costs to Social Security and Medicare by providing temporary work authorization to millions of people who worked illegally prior to gaining authorization. The high degree of uncertainty about the potential future costs was made evident months before Obama ever announced the executive action in November of last year. .Several lawmakers at Tuesday's hearings voiced concerns about Congressman Mulvaney's Social Security and Medicare reform positions. Senator Bernie Sanders (VT) – Ranking Member of the Senate Budget Committee – said: "The opinions and views of Mr. Mulvaney are way out of touch with what the American people want. And more importantly, they are way, way out of touch with what President Trump campaigned on." Congressman Mulvaney stated, "I haven't exactly been a shy Member of Congress in my six years here, and I don't expect to end that here today or if I am confirmed as Director of OMB." He said he would be "completely and brutally honest" as a budget advisor to President Trump. .Rep. Allyson Schwartz's (PA-13) Medicare Physician Payment Innovation Act (H.R. 574) also gained support this week. One new cosponsor – Rep. Bruce Braley (IA-1) – signed on, bringing the total up to thirty-four. If signed into law, Rep. Schwartz's bill would repeal and replace the SGR, bringing increased stability to the Medicare program for both physicians and beneficiaries. .Five years after IPAB's creation, it still has no appointed members and, due to record-low growth in healthcare costs, it hasn't been triggered to make recommendations to Congress yet. Sylvia Mathews Burwell, Secretary of the Department of Health and Human Services, says she doesn't expect it to be triggered until 201But hundreds of lawmakers have serious concerns about the prospect of the board since it would be comprised of unelected and unaccountable appointees. They are hoping to pass legislation that would do away with it by the end of this year.
