  • Legislative Update For Week Ending May 23 2014

    Even though Medicare recipients getting these services may stay in the hospital overnight or longer, getting the same nursing care, lab tests and drugs as they would if inpatients, their bill will be calculated very differently. Patients admitted for in-patient stays usually are responsible for the Medicare hospital deductible of ,484 for a stay of up to 60 days. They may also pay 20% of doctor charges. Many people have Medigap or Medicare Advantage plans that cover much or even all of this expense. Outpatient services, on the other hand, are charged differently, with the patient paying 20% of the Medicare approved amount for each service. In addition, the new billing changes would hit patients with "facility fees" that can run up to several thousand dollars to cover hospital overhead charges. And since, prescription drug plans don't cover medication for hospital patients, beneficiaries would be charged 100% of the full retail cost of drugs they need, even those they normally routinely take at home. .Lawmakers Adjourn for Recess .Finally, the Equal Treatment of Public Servants Act (H.R. 711) also gained one new cosponsor this week. Rep. Jared Nadler (NY-10) signed on to it, bringing the cosponsor total up to 10That bill, if signed into law, would repeal the Windfall Elimination Provision (WEP) while establishing a new formula for the non-covered earnings of future retirees. It would also create a separate formula for retirees who are currently affected by the WEP. TSCL's legislative agenda .The Social Security report projected the combined reserves of the Old Age, Survivor and Disability trust funds would be depleted in 2035, resulting in across-the-board benefit cuts of about 21% unless Congress stepped in before then. .Finally, two new cosponsors – Reps. Carol Shea-Porter (NH-1) and Juan Vargas (CA-51) – signed on to the Empowering Encore Entrepreneurs (E3) Act (H.R. 4613), bringing the total up to four. If signed into law, the E3 Act would direct the Small Business Administration (SBA) to increase training and mentoring efforts for older entrepreneurs. More than 7 million older Americans are currently self employed, but many of them lack the training and technical expertise that is necessary in order to see success.
