A new study by the Journal of the American Medical Association says that the Medicare Part D program could have saved roughly .7 billion in 2017 if doctors and patients had actively opted for generic drugs instead of brand name drugs. .TSCL is relieved that Members of Congress came to an agreement this week, since another government shutdown like last year's would have severely affected Social Security and Medicare benefits for seniors. However, lawmakers will need to revisit the spending debate in ten short weeks since the temporary bill expires on December 11th. TSCL will continue to monitor the discussions in the meantime, and we will post updates here in the Legislative News section of our website. .While retirees won't be getting as much of an increase in their Social Security checks in 2020, the Part B premium, is expected to go up considerably more than it did this year. In 2019, most beneficiaries paid .50 per month more than in 201In 2020, however, the Medicare Trustees have forecast that Part B premiums will increase from 5.50 to 4.30 per month — .80 per month more—an increase of 6.5%. That's four times faster than the COLA. .Even though I have good insurance, I wound up with ,260 in unexpected out-of-pocket costs after being referred to a specialist who ordered "a few tests." I later learned that most, if not all of the tests I was given were probably unnecessary, and not recommended by the physician groups, based on my medical history. The visit with my specialist lasted only 15 minutes. At check out I learned the doctor had ordered four high-tech tests including a CT scan. No explanation was given about what the doctor was looking for, why the tests were necessary, or how they would help, nor was I given the opportunity to go back and ask the doctor before leaving. Nothing abnormal was found in any one of them. While I'm grateful for that, the stack of bills I received later forced me to tap savings that I was hoping to count on for retirement. .This week TSCL Board member and Legislative Liaison, Doug Osborne, was in Washington. D.C. Mr. Osborne began his visit by laying a wreath at the Tomb of the Unknown Soldier for Veteran's Day with TSCL's parent organization, TREThe Enlisted Association. Together with TSCL Executive Director Shannon Benton and TSCL Legislative Consultant Larry Madison he spent the next two days on the "Hill" speaking with Congressional staff members about legislation TSCL is lobbying to pass in Congress. The focus of our efforts was on Social Security issues, specifically the "Notch" issue and the "Windfall Elimination Provision," (WEP) both of which affect many TSCL supporters. .Which dentists and dental specialists in your area are in the plan's network? Does the dental plan require you to use a network of dentists, or do you have the freedom to choose any provider who accepts your insurance? Are you willing to switch dentists in order for your care to be covered? It's especially important to learn what periodontists and other specialists in your area are in the dental plan's network. If you need to get a tooth pulled and an implant, but no periodontist accepts your dental coverage, you may wind up needing to spend ,000 or more out-of-pocket for an implant. .The Congressional Budget Office recently estimated in their September budget outlook that Medicare outlays for 2020 would rise about 12 percent — roughly double the rate forecast by the Medicare Trustees in their April 2020 report. This suggests that the Medicare Part B premium increase for 2021 could be about .40 per month higher in 2021, rising from 4.60 to 2.00. But even this estimate does not include the impact of cost shifting due to protecting people with low Social Security benefits from reductions due to the high Medicare Part B increase. .A majority of those at this week's hearings, however, were strongly opposed to the IPAB. Multiple Members referred to it as the "denial of care board," and Ranking Member of the Energy and Commerce Committee Frank Pallone (NJ) called it the fruits of a "growing, imperialistic presidency."
