Rep. Phil Roe (TN), who served as a witness at the Energy and Commerce hearing, introduced legislation in January to repeal the IPAB. The bill currently has bipartisan support and more than 160 cosponsors. While some, including President Obama and his Fiscal Commission, have proposed strengthening the authority of the IPAB, most at this week's hearings expressed their support for legislation that would eliminate it. .Congressman Elijah Cummings (MD-7), Ranking Member of the Committee, agreed, saying: "Drug company executives are lining their pockets at the expense of some of the most vulnerable families in our nation … [People in my district] struggle every single month to pay the increasing cost of housing, education, and health care. Pet health insurance may not be worth the cost. While many veterinarian practices have brochures for pet health insurance, shop carefully, and read the fine print about what these policies do and don't cover. Pet owners can expect to pay between to per month for premiums, often more than what you pay in services most years. Consumer experts suggest that if you are worried about catastrophic costs, put the money you would spend on pet health insurance premiums into a pet savings account. .In addition to delivering petitions to Congressional offices, TSCL's Board of Trustees and legislative team – which is led by former Congressman David Funderburk and Mrs. Betty Funderburk – have met personally with more than fifty lawmakers and their top aides. Some highlights include meeting with the following Members of Congress: Rep. Eliot Engel (NY-16), sponsor of the Guaranteed 3% COLA Act (H.R. 1585); Rep. Peter DeFazio (OR-4), sponsor of the CPI-E Act (H.R. 1030); Rep. Jan Schakowsky (IL-9), Co-Chair of the Seniors Task Force; Rep. Mike McIntyre (NC-7), sponsor of the Notch Fairness Act (H.R. 155); and Sen. Marco Rubio (FL), member of the Senate's "Gang of Eight" and sponsor of comprehensive immigration reform legislation. .While Congress continues to discuss similar changes to the Social Security benefit formula today, Notch Reform remains a legislative priority for TSCL. TSCL estimates that 2.7 million Notch babies and their spouses or widows would benefit from passage of The Notch Fairness Act. The legislation would provide Notch Babies, born 1917 through 1926, ,000 payable in four annual installments, or an improved monthly benefit. Representative Mike McIntyre (NC-7) introduced the legislation in the House where it has 17 cosponsors, and Senator David Vitter (LA) has introduced a corresponding bill in the Senate. But there are serious questions about whether states have the finances to pay the additional amount. .This study illustrates why legislation is needed to provide a more fair and adequate COLA. To put it in perspective, for every 0 worth of groceries a retiree could afford in 2000, that individual can only buy worth today. .Instead of using the CPI-W or the "chained" CPI, TSCL has been advocating for an inflation index that we believe would actually result in a more accurate Social Security COLA. We favor the CPI for Elderly Consumers (CPI-E), which the BLS has been tracking &ndah; but not utilizing – for decades. This index has shown that the spending inflation for seniors averages about two-tenths of a percentage point higher than the rate at which the CPI-W increases. We estimate that a senior who retired with average Social Security benefits in 1984 would have received ,496 more through 2013 had the CPI-E been used. .You can learn more about Social Security disability benefits at https://www.ssa.gov/benefits/disability/.
