Here are five thoughtful ideas for do-it-yourself gifts that will make the season merrier for all: .Recently a group of Medicare patients and their families sued the Obama Administration, saying they were deprived of coverage because the policy allows hospitals to avoid admitting seniors with chronic ailments as inpatients. The plaintiffs charged that the observation services policy, which is intended to apply to short stays of no more than 24 to 48 hours, is instead being used to keep Medicare patients on outpatient status for longer stays, including some lasting up to a week. As a result, the seniors incurred medical charges as high as ,000 for skilled nursing care, drugs and other costs that Medicare Part B does not cover. Inpatient stays are covered under Medicare Part A, and all of ,156 deductible and most, if not all, of the co-insurance is covered by Medigap supplements. .Many observers believe the plan will likely include a combination of tax increases and benefit cuts for Social Security. Some of the most commonly mentioned proposals are: (1) switching to the chained Consumer Price Index (CPI) to calculate Social Security COLAs; (2) lifting or raising the cap on income which is subject to Social Security taxes; and (3) raising the Social Security retirement age. Switching to the chained CPI alone would both reduce initial benefits and cut lifetime Social Security benefits by more than 10%. .Recent healthcare cost data have the experts perplexed. According to a new analysis from actuaries of the Centers of Medicare and Medicaid Services, national healthcare spending in 2011 grew at just 3.9 percent. This is the third consecutive year it's grown so slowly, making it the slowest pace in the more than 50 years such data have been tracked. Federal officials don't know for sure if it's a temporary fluke due to prolonged recessionary effects, or part of a long-term trend. .Who are these beneficiaries? The Inspector General's report refers to these beneficiaries as dependents and survivors of other Social Security beneficiaries and subject to the Social Security Alien Nonpayment Provision (ANP) law. The ANP forbids payment of retirement, survivor and disability benefits when non-citizens have been outside the United States for more than 6 months. But as is so often the case with Social Security law, there are several exceptions; for example, if the non-citizen is from a foreign country that has its own social insurance system and meets certain conditions.
