    If Congress considers cuts to the COLA, changes in the benefit formula and increases in the retirement age, special attention will be needed regarding when changes would become effective and how they would be phased-in. As a result, the list of other "must pass" legislation is increasingly small, with priority being given to bills to fund the federal government and renew Pentagon programs. .The Senior Citizens League endorses legislation introduced by Representative Ted Deutch (FL-22) that would exempt Social Security, Medicare and Medicaid from any federal balanced budget requirement.     Mary Katherine was 90 when a stroke left her paralyzed on one side of her body and unable to speak. It was 1996 and at the time Medicare had a cap on physical and speech therapy services, which only allowed for a limited number of therapy sessions to help Mary Katherine regain the ability to walk, feed herself, and speak.
