Eliminating income taxes on Social Security benefits. Millions of middle-income Social Security recipients currently pay income taxes on a portion of their Social Security benefits. According to a recent survey of TSCL's members, 56 percent of older households pay taxes on their benefits, and that number is projected to rise in the coming years. Your doctor or provider accepts "assignment" or the Medicare approved payment, as payment in full. There may be some doctors in your area that accept assignment, but fewer do that anymore. You will need to call your doctor to find out if he or she accepts assignment. Many are charging more than the Medicare-approved amount and you or your Medigap plan will need to cover the "excess" charges. Even if you do locate a doctor who accepts assignment, a growing number of doctors are not accepting new Medicare patients. To find a doctor who accepts assignment call the customer service number of your Medigap supplement. Then call the physician to find out if he or she is accepting new Medicare patients. .If adopted, this key bill would improve Social Security COLAs by basing them on the CPI-E, and it would cover the cost by phasing out the payroll tax cap over the course of seven years. Together, these changes would improve the adequacy of Social Security benefits and strengthen the solvency of the Trust Funds past 2035. .The fact is there isn't much information yet— even though doctors and their staff are reporting huge amounts of data mandated by the 2010 health law. Based on what I've been able to learn, the Administration is still tinkering with the system. .TSCL believes several of the proposals under consideration would make the program unaffordable over time for the majority of beneficiaries. According to a new TSCL survey, more than one quarter of Medicare beneficiaries spend as much as 50% of their Social Security payments just to cover healthcare costs. TSCL recently delivered a listing of hundreds of thousands of petition signers from supporters to almost every Member of Congress and is continuing to convey concerns about plans to cut Social Security and Medicare. .The 2017 COLA will likely be 0.3 percent says Mary Johnson, a Social Security policy analyst and researcher for TSCL. "And there's a chance that lower gas prices will drag the COLA down even further, to 0.2 percent," Johnson adds. Either way, the 2017 COLA is expected to raise Social Security benefits by only a few dollars, and any increase will be completely offset by stiff increases in the Medicare Part B premium for most people 65 and over. .If Congress considers cuts to the COLA, changes in the benefit formula and increases in the retirement age, special attention will be needed regarding when changes would become effective and how they would be phased-in. The recession is already having a significant impact on the growth of Social Security benefits.
