TSCL recently released an analysis of the proposal that estimates the chained CPI would cut the growth in average benefits of ,100 today by ,634 over the course of a 25-year retirement, and that assumes that the economy becomes more stable soon. The reductions in COLA growth compound over time, and are the deepest when seniors are the oldest and sickest. By the time seniors are in their late 80s or 90s, when they are most likely to have chronic health problems, monthly benefits would be about 5 lower using the chained CPI. .But according to TSCL studies, Medicare Part B premiums are one of the single fastest - rising senior costs. Data from TSCL's annual survey of senior costs indicate that with next year's Part B increase, premiums will be 168% higher than 2000, rising on average 10.5% per year, even though there was no increase at all over the past two years. Part D premiums have grown roughly 60% since the program started in 2006, averaging about 6% per year. .The Senior Citizens League was disappointed that the President did not comment on Social Security or Medicare during his State of the Union address, but we were pleased that he spoke about the need to reduce prescription drug prices. The President said he was proud to have helped improve "access to breakthrough cures and affordable generic drugs" by speeding up the FDA approvals process last year. That move could increase competition and bring down prices by encouraging generics to enter the market more quickly. .Surveys show a majority of Americans would like to see an increase in the Social Security payroll tax, but a new tax reform proposal would eliminate the 12.4 percent payroll tax altogether. This would end Social Security as we know it and transform it into a welfare program for older Americans. Do you support this drastic new proposal? .Another major concern for those at the hearings was that the IPAB might inadvertently ration care. The law explicitly prohibits this, but many fear that without clarifying the definition of "rationing," there will likely be many discrepancies in the future. Rep. Phil Gingrey (GA) pointed out that what one calls rationing, another might simply consider reducing costs. .The COLA will be announced on October 19th, and Medicare premiums and deductibles also will be announced in the fall. Seniors who are already retired and those nearing retirement have few options if the benefits they rely on today were to be cut. TSCL is fighting such proposals affecting the benefits of current retirees, believing that seniors need a COLA that more adequately protects the buying power of Social Security, and TSCL supports H.R. 776, the Guaranteed 3% COLA Act, introduced by Representative Eliot Engel (NY-17). .Airlines frequently note that commercial planes are equipped with HEPA filters, the Centers for Disease Control-recommended air filters used in hospital isolation rooms. HEPA filters capture 99.97% of airborne particles and substantially reduce the risk of viral spread. Since the IPAB currently has no appointed members and it has not yet been triggered to begin making recommendations to Congress, the Congressional Budget Office (CBO) estimated that its repeal will have no budgetary impact over the next six years. However, it could increase spending by around .1 billion between 2022 and 2025 since it may be triggered during that timeframe.
