    The Neal bill was passed by the Ways and Means Committee on Wednesday of this week. It would ban surprise billing using an arbitration process favored by hospitals and specialty physician groups but opposed by insurers, employers and labor unions. Neal's legislation would send all the disputes that can't be settled between the parties to arbitration but require mediators to consider median contracted rates used by health plans, with the mediators prohibited from considering "usual and customary charges," also known as "billed charges." .The poll, which was conducted in September and October of this year, during the debt limit budget standoff, found that respondents voted higher and more fair COLAs as an even greater priority than "Preventing 20% Social Security Disability Insurance benefit cut" or "increases in Medicare premiums and cost-sharing"— two provisions which were passed in the recent debt deal. .Due to changes made to the Social Security benefit formula in the late 1970s, Notch Babies receive lower Social Security benefits than other Social Security recipients born before and after them with almost identical earnings. Michael Fitzpatrick (PA-8) signed on to the Public Servant Retirement Protection Act (H.R. 2797), bringing the cosponsor total up to eight. If signed into law, H.R. 2797 would repeal the windfall elimination provision (WEP) from the Social Security Act and establish a new formula for equalizing benefits for those with non-covered earnings. TSCL is very supportive of the Public Servant Retirement Protection Act since it would go a long way in granting dedicated public servants the retirement security they deserve.
