    TSCL is hopeful that the bill will fail to win passage in the House since it would negatively impact older Americans if adopted. The AHCA would restructure the Medicaid program, which helps fund health care for 11 million – or around 1 in 5 – Medicare beneficiaries. It would also base premium subsidies on age instead of income, and allow private health insurers to charge older Americans more than they charge younger folks for their coverage. In addition, it would deplete Medicare's Hospital Insurance Trust Fund by eliminating a key revenue source, and the program would face an immediate funding crisis. .The Senior Citizens League (TSCL) urges its members and supporters to make the most of the August recess by attending town hall meetings. If adopted, H.R. 2276 would improve Medicare coverage for hearing services that are performed by licensed audiologists. Meyer reports that "Federal Medicaid rules allow states to exempt the home from consideration of financial eligiblilty if the family is making a good faith effort to sell, but not all states do." Depending on where they live, seniors may not qualify for Medicaid if they can't sell their home. .How Can We Cope With Debt In Retirement? .The billion could be financed without taking money from the Social Security Trust Fund. One way is through reduction of pork barrel spending and government waste. In the fiscal year 2001 budget alone, pork "watch-dog" Senator John McCain (AZ-R) estimated that the government would spend a record billion in pork-barrel projects. .One paid family leave proposal discussed at Wednesday's hearing would negatively impact the future of the Social Security program if adopted. It would allow parents to claim up to 12 weeks of early Social Security benefits as a form of paid family leave following the birth or adoption of a child. To offset the cost, individuals would be required to delay the collection of their Social Security benefits in retirement. Those who take twelve weeks of paid family leave would see their full eligibility ages in retirement increase by as much as twenty-five weeks. .Last year the House of Representatives passed major legislation to lower drug prices that included giving the Secretary of Health and Human Services (HHS) the authority to negotiate for lower drug prices with drug companies. .The savings to the government for switching to the more slowly-growing CPI compound over time, and are substantial. TSCL has some serious concerns about comprehensive immigration reform, since it would further strain the Social Security and Medicare Trust Funds. We strongly feel that any efforts to reform the system should include loophole-closing legislation that would prevent immigrants from receiving benefits based on a history of illegal work.
