    The Social Security Expansion Act (H.R. 1114) gained one new cosponsor in Congressman Donald Payne (NJ-10), bringing the new cosponsor total up to thirty-one. If signed into law, H.R. 1114 would enhance Social Security benefits by basing COLAs on the CPI-E, increasing monthly checks by around per month, improving the Special Minimum Benefit, applying the payroll tax to income above 0,000, and applying a 6.2% tax on investment income for wealthy individuals. .TSCL disagrees, and we fear that if triggered, the IPAB's recommendations could result in increased costs for beneficiaries or decreased access to quality medical care.     A new online survey by The Senior Citizens League (TSCL) finds that older Americans overwhelmingly want Congress to take action to lower the cost of prescription drugs by reducing Medicare Part D's out-of-pocket spending requirements. Fifty-six percent of participants in the survey indicate that they spend more than 2 a year on prescription drugs. About one-out-of-five retirees spends more than 0 per month on prescription medications. .In our meetings this week we were pleased to learn that the members of Congress whose offices we visited plan on once again co-sponsoring the Notch bill. We also were very encourages to learn that there is a new bill that would repeal the Windfall Elimination Provision that has the best chance in years of moving out of committee and forward to the full House of Representatives for a vote. .We encourage all Medicare beneficiaries, who wish to have the legal right to import less costly FDA-approved prescription drugs, to contact your Members of Congress. While the House of Representatives has passed legislation (H.R. 1868) to stop those cuts, the Senate has been a question mark. .The legislative proposal also does not specify whether the locality pay adjustment would be applied in addition to the COLA or used instead of a COLA. If the intention is to add a second adjustment in addition to the COLA my guess is that many retirees would welcome the additional boost. Should the proposal be intended to replace the COLA that brings a higher level of uncertainty to the annual adjustments than we already experience. For people who live in areas where private sector pay is on an even level with federal pay or lower, those retirees may wind up with little or no locality pay adjustment, perhaps over the course of many years. .Notification dates: Because you started working and received about 6 months of Social Security payments prior to your notification of Social Security, these payments may not have been properly accounted for in your withholdings and may form a substantial portion of the overpayment. It's very important to notify Social Security, either in advance or immediately, if you work. .Most Committee Members seemed to agree with him but as the hearing went on, it became clear just how difficult the task will become under strict time constraints and in a politically-charged environment. Most Members shifted their focus toward reforming the corporate code, since it will likely be more politically feasible.
