We will post updates here in the Legislative News section of our website, or over on our Facebook page. .On Wednesday, the Senate Finance Committee held a confirmation hearing for Sylvia Mathews Burwell, President Obama's nominee for the position of HHS Secretary. Burwell was nominated back in April, shortly after Secretary Kathleen Sebelius announced that she would be stepping down. If confirmed, she will oversee the Medicare, Medicaid, and Social Security programs, and she will also manage the continued implementation of the Affordable Care Act. .This week, lawmakers remained in their home states and districts for a week-long recess. They are scheduled to be back in Washington on Monday, May 7th. In the meantime, many Members of Congress will be attending local events and hosting town hall meetings. .The temporary funding measure negotiated this week is expected to buy time for President-elect Donald Trump and members of the 115th Congress to negotiate a broad funding bill that will likely include language to fast-track the Affordable Care Act's repeal. In the months ahead, TSCL's legislative team will be following these discussions closely, and we will continue to advocate for legislation that would reduce any negative effects on beneficiaries of the Medicare program. Visit the Legislative News section of our website for updates. .The hold harmless provision usually affects only a small number of beneficiaries in any given year, which has a relatively minimal impact on Part B financing. Since 2010, however, the hold harmless provision has been triggered on a nationwide basis an unprecedented four times. This occurred when inflation was so low that the COLA was zero in 2010, 2011 and 2016 and just 0.3 percent in 2017. .Each month, due to the Social Security Act Amendments that were signed into law in 1977, more than 3.7 million Notch babies receive Social Security checks that are lower than the benefits they originally anticipated. Last year, Representative Mike McIntyre (NC-7) introduced the Notch Fairness Act, a bill that would provide modest compensation to those who were born in the Social Security Notch, or those years between 1917 and 192Even though TSCL lobbies aggressively in favor of the Notch Fairness Act, many Members of Congress believe that the bill's passage is unlikely this year because it would add approximately .9 billion to a growing deficit. To offset the cost of the Notch Fairness Act, we've come up with three fair and responsible options that we hope Congress will consider. First, Congress could increase efforts to reduce waste, fraud, and abuse. .The House-Senate conference committee reached a deal this week to extend the payroll tax break and unemployment benefits, and prevent a 27% pay cut to Medicare physicians. The agreement came after months of debate and only after Republicans dropped their requirement that the payroll tax extension be offset by spending cuts. .While felony fugitives are prohibited from receiving SSI payments, there is no such prohibition on benefits from Social Security`s main program, which pays retirement, survivors, and disability benefits. Auditors have asked Congress to bar fugitives from receiving payment from Social Security`s other programs as well.
