The proposed funding increase into Medicaid's Home and Community Based Services program has two goals: reducing waiting lists for support for older and disabled Americans who want to stay in their homes rather than go into assisted living facilities or other institutions, and raising pay for home health care's largely female, minority workforce. .Second, one new cosponsor – Representative Bradley Byrne (AL-1) – signed on to the bipartisan Social Security Fairness Act (H.R. 1205), bringing the total up to 195 cosponsors. If adopted, this critical bill would repeal the Government Pension Offset (GPO) and the Windfall Elimination Provision (WEP) – two provisions that unfairly reduce the Social Security benefits of millions of teachers, police officers, and other state and local government employees each year. Its passage would ensure that retired public servants receive the Social Security benefits they have earned and deserve. .Several new bills have recently been introduced in Congress that would reduce prescription drug costs. Issues Medicare Means Testing Track Bills
Since the start of CPI-E in 1983, the average difference between it and the CPI-W is roughly .25 percentage point per year. Sounds tiny but, like interest, it compounds over time. Had the CPI-E been used to determine COLAs since 2015, your benefit would be about 2% higher today. An average benefit of ,215 per month in 2015 will increase to ,298 per month in 2020. But had the CPI-E been used to calculate the COLAs, that benefit would have been per month more or ,324 in 2020. .Social Security uses the 35 years of highest earnings to calculate benefits, and Social Security statistics confirm women have lower benefits than men. The average Social Security primary insurance amount for women is 26% lower than that of men — ,297 for women vs. ,747 for men. Some proposals have suggested giving Social Security credits to unpaid caregivers to fill in the zeros in Social Security earnings records during years of family caregiving. This would tend to boost initial retirement benefits. .However, experts say the actual cost of living for Social Security beneficiaries is rising and their quality of life is falling. I recently introduced H.R. 4521, SNAP Simplification for the Elderly Act, as one of the focal points for my "Let's Feed America Campaign." The bill would eliminate burdensome red tape and make it easier for the low-income elderly and disabled individuals to receive SNAP, Supplemental Security Income (SSI) and the Medicare Savings Program (MSP) benefits. .TSCL has received a growing volume of email from seniors who say their new Part D or Medicare Advantage plan isn't all it's cracked up to be. Many of you complain of higher-than-expected costs, and quite a few asked how you could drop your plan. Selecting the right Medicare supplement or Medicare Advantage plan is highly complicated. The system has stymied almost everyone who works with it, Medicare advocates, pharmacists, insurers, and — especially — government employees. How can the average senior be expected to figure it out? .The prices that insurers pay for in-network services are typically much lower than the provider list prices. .Medicare's therapy cap on rehabilitation services, such as physical, occupational and speech therapy, has a long and sordid history in Washington D.C. The therapy cap sought to keep the Medicare budget under control but often hurt patients who need care after traumatic medical events. In practice, this cap limits access to Medicare - covered rehabilitation services. Patients are faced with either footing the bill for additional expensive care out of their own pocket or purchasing additional supplementary coverage if they can afford it. .The legislation fully covers the cost of providing the emergency payments by closing corporate compensation loopholes, which provide enormous tax breaks for the CEO of the nation's top corporations. By closing the loophole, the bill also would add substantial new revenue to Social Security extending the solvency of both the retirement and disability insurance trust funds. ."TSCL's concern is not over taxes collected under valid Social Security numbers," Cates says. "Our concern is over the use of earnings under invalid or fraudulent Social Security numbers to determine benefits," he explains. Earnings reported under invalid numbers most often occur when noncitizens work without legal authorization. But due to a loophole in current law, Social Security uses all earnings to determine benefits, even those from jobs worked under invalid and fraudulent Social Security numbers. Social Security thus pays benefits for the rest of the individual's life that may be based at least in part, on work under invalid Social Security numbers. TSCL believes this policy rewards people for document fraud. .In a letter of support to Rep. Kevin Brady (TX-8) – the sponsor of H.R. 711 – TSCL's Chairman Ed Cates wrote: "According to a recent study completed by TSCL, Social Security beneficiaries have lost over 20 percent of their purchasing power since 2000. Those who are subject to the WEP have undoubtedly fallen even further behind. It is now more important than ever for Congress to address the inequities that have been created by the WEP, and TSCL believes the Equal Treatment of Public Servants Act is a fair and responsible solution." .Can Home Health Agencies Provide Rebates? .We need to focus on putting the "Security" back into Social Security, and providing real relief from rising Medicare costs, by avoiding double digit premium increases to begin with. Congress can accomplish both by providing an emergency COLA in 202That one action would negate the need for any Medicare Part B premium cost shifting and double-digit premium increases. Providing a benefit boost would also reduce the need to adjust Part B premiums for those with the lowest benefits in the future.
