    Proponents say that the change is needed because the CPI is inaccurate and doesn't reflect the effect on inflation when consumers substitute different types of lower-costing goods and services as prices increase. They argue that the government overpays Social Security beneficiaries because the current index is inaccurate and overstates inflation. .The term "Notch" refers to the disparity in Social Security benefits paid to people born from 1917 through 1926 and those paid to people born before and after them with similar work/earnings records. Many of those born during the Notch period feel they have not been treated fairly and are not receiving the benefits that Congress intended. On the other hand, the Social Security Administration (SSA), some government officials, and the AARP (formerly the American Association of Retired Persons) say that those born during the Notch period are treated fairly and receiving the benefits that Congress intended. The SSA and the AARP say that Social Security does not promise a specific amount of benefits, rather Social Security is designed to replace a certain percentage of pre-retirement earnings. Who is correct? .Prevent a 50 percent Medicare premium hike from taking effect. According to the Medicare Trustees, an estimated 15 million Medicare beneficiaries will be hit with Part B premium hikes of 50 percent next year, along with increases in deductibles. During the devastating economic recession, older Americans saw their hard-earned savings dwindle, lost millions in diminished pension funds, and were laid off just a few years before retirement. Like the FAIR Social Security Act, this bill would base COLAs on the CPI-E. It would also provide a 2 percent benefit bump for the average beneficiary and create a new minimum benefit set at 25 percent above the poverty line.
