Visit for more information. .Last fall, the Government Accountability Office uncovered .3 billion in improper payments from December 2010 to January 2013 made to people who had jobs when they were supposed to be unable to work. To be eligible for Social Security disability, beneficiaries must be unable to work due to a medical condition that's expected to last at least one year, or result in death. The list, however, includes murky afflictions like back pain, depression and other un-measurable afflictions, opening the system to fraud and abuse. .Social Security beneficiaries received a cost-of-living adjustment (COLA) of 2 percent this year, but most are seeing their benefit increases completely offset by higher Medicare Part B premiums. To make the Social Security COLA more adequate, The Senior Citizens League believes Congress must adopt the CPI-E Act (H.R. 1251). This bipartisan bill would base Social Security COLAs on the spending patterns of older Americans – not the spending patterns of young, working Americans – using the Consumer Price Index for the Elderly (CPI-E). .Meanwhile, Republicans argued that Medicare should not be expanded when its hospital fund is already slated to be insolvent in 2026. .CBO's current estimate of the Old Age and Survivor's Insurance fund's exhaustion date is 2031, one year earlier than its estimate was in 201If current laws generally did not change, CBO estimated the balance of the Disability Insurance fund would be exhausted in 2026. .TSCL agrees that Congress must act immediately – before next week's October 15th deadline – to prevent the cost increases from occurring. Failure to address this inconsistency of law could result in newly legalized immigrants receiving benefits for earnings received while breaking U.S. laws, at the same time U.S. workers and senior citizens who paid into the system legally over their entire careers receive benefit cuts and higher taxes. .This week, three new cosponsors – Reps. Rosa DeLauro (CT-3), Alcee Hastings (FL-20), and Robert Scott (VA-3) – signed on to the Strengthening Social Security Act (H.R. 3118). The cosponsor total is now up to thirty-three. If signed into law, the bill would reform the Social Security program in three ways: it would adjust the benefit formula, resulting in more generous monthly benefits; it would adopt a Consumer Price Index for the Elderly, resulting in more accurate cost-of-living adjustments; and it would lift the cap on income subject to the payroll tax. TSCL enthusiastically supports the Strengthening Social Security Act since it would extend the solvency of the Trust Fund responsibly, without cutting benefits. We were pleased to see support grow for it this week, and we look forward to helping build support for it in the coming months. .Protection of the Social Security Trust Fund – Ensuring that the program's assets are locked out of the general budget. .This is precisely what happened to Notch Babies. In 1977, Congress did not have the same benefit of computer software that so quickly does the projections and estimates that we have today. But even if Congress had developed examples illustrating benefit differentials among different categories of receipients "they would not have shown as great differentials as actually developed," said a paper written by James W. Kelly and Joseph R. Humphreys, that appeared in the 1994 report of The Social Security Notch Commission. Some reductions of 10% to 14% would have been anticipated at the time, but because inflation grew much more quickly than estimated, and wages grew much more slowly, benefits were reduced 13% — 30% for Notch Babies under actual conditions. .Throughout his testimony, Elmendorf stressed the fact that programs like Social Security and Medicare will continue to grow despite the slow pace of the economic recovery. Over the next ten years, he noted that the number of Americans over the age of sixty-five will increase by one-third.
