Two bills that are now before Congress – the Seniors Deserve a Raise Act (H.R. 3761) and the SAVE Benefits Act (S. 2251, H.R. 4012) – would provide benefit increases of 2.9 percent and 3.9 percent, respectively. House Majority Leader Steny Hoyer (D-Md.) said he still expects the House to consider regular fiscal year 2021 spending bills beginning in June. But Senate Leader McConnell has not discussed any timetable for the bills coming out of the Senate Appropriations Committee, which must happen before the full Senate can consider the legislation. The Appropriations Committee got off to a late start, and it is not clear the committee will keep its summer working schedule. As a result, there is growing expectation that – once again - a continuing resolution will be needed to prevent a government shutdown on the eve of the election and that lawmakers will complete their work on the spending measures in a lame-duck session. .Congressman Elijah Cummings (MD-7) – Chairman of the House Oversight and Reform Committee – announced his committee's investigation into twelve of the largest pharmaceutical companies in January. He said, "The goals of this investigation are to determine why drug companies are increasing prices so dramatically, how drug companies are using the proceeds, and what steps can be taken to reduce prescription drug prices." The first hearing that his committee held in the 116th Congress examined the causes of rising drug prices. .The wage reports held in the Social Security Earnings Suspense file also represent a huge hidden time bomb for Social Security and Medicare. Under current Social Security policy, all earnings, even if based on illegal work, are used to determine entitlement to benefits. If at some point an illegal worker gains valid work authorization, as he or she would under an "amnesty" or a Totalization agreement, and can produce proof of earnings like old W2s, those earnings would be reinstated to their new Social Security account.
