In what may be a sign of the times, a surprising number indicated they are working far longer than they ever thought they would, even into their late 70's and 80's, because they don't have enough to live on after paying their healthcare costs. Even seniors who do have good Medicare supplemental and drug coverage described how they keep costs in check by asking their doctor to prescribe generics, filling prescriptions for 90 days, splitting pills, and sticking to preferred pharmacies. .Congress recognized that benefits would be lower under the new benefit formula provided by the 1977 law changes, but they sought to address the problem of abrupt benefit cuts for those nearing retirement (3). Congress provided a "transitional benefit formula" to phase in the changes for those who would become eligible for Social Security within the first five years of the changeoverЧthose born from 1917 through 192This group of retirees had their benefit calculated two waysЧunder the new benefit formula and under the transitional benefit formula and they received the higher of the two benefits. According to a comprehensive economic analysis by noted economist John Haldi, Ph.D., the transitional benefit formula, however, had significant flaws and in almost every case failed to provide any benefit protection (4). Thus, benefits were sharply and rapidly reduced. .In the months ahead, TSCL will continue to advocate for these and other legislative efforts that would improve the solvency of Social Security and Medicare without cutting benefits for seniors. .In addition, other medical supplies, including masks, gloves, and gowns are also made, in large measure, in China. .Oversight Committee Examines Prescription Drug Market .In addition, one new cosponsor – Rep. William Keating (MA-9) – signed on to the Strengthening Social Security Act (H.R. 3118). The cosponsor total is now up to sixty-three. If signed into law, H.R. 3118 would reform the Social Security program in three ways: it would adjust the benefit formula, resulting in more generous monthly benefits; it would base COLAs upon the CPI-E, resulting in more accurate annual increases; and it would lift the cap on income subject to the payroll tax. The bill would extend the solvency of the Social Security Trust Fund responsibly, without cutting benefits for seniors.
