    Both the SSA and AARP say that "fixing" the Notch would be a costly mistake that would drain dollars from the Social Security Trust Fund reserve. In 1992 one popular piece of legislation to provide improved monthly benefits was estimated to cost 0 billion. To counter these concerns, alternative "capped-cost" legislation has been introduced. "The Notch Fairness Act of 2001" would provide those born from 1917 through 1926 their choice of either improved monthly benefits, or a Lump-Sum of ,000 payable over a four-year period. The cost of Lump-Sum legislation is estimated to be billion, or slightly less than .25 billion per year over a four-year period. .This week, just hours ahead of the December 9th deadline, lawmakers in the House passed legislation to avoid a government shutdown and left town for the remainder of the year. They are expected to return to Capitol Hill on January 3, 2017 to begin the 115th Congress. .In the meantime, TSCL is advocating on Capitol Hill for legislation that would provide immediate assistance to those who fall into the coverage gap. Older Americans living on fixed incomes cannot wait until 2020 for coinsurance in the doughnut hole to drop to 25%. We enthusiastically support the Prescription Drug Affordability Act (S. 2023, H.R. 3513), a bill that would drop the coinsurance to 25% by 2017, three years earlier than current law would. In the months ahead, we will continue to work with its sponsors in the House and Senate to build support for it, and we hope to see it passed into law by the end of this year. … Continued

The Centers for Medicare and Medicaid Services (CMS) has estimated that it improperly paid .1 billion to Medicare Advantage plans in 2013 alone. Yet the plans are rarely forced to repay the money they have overcharged, or face closer government scrutiny after the audits, according to the Government Accountability Office (GAO). The GAO report said that CMS has failed to target health plans with "known improper payment risk", allowing the worst abusers to avoid scrutiny. .Many seniors can save substantially on drug costs by using mail order, and it's worth looking into. Be sure to use your drug plan's "preferred provider" mail order service. If you go outside of your drug plan's mail order network, your plan may not cover your drugs. .It's unknown whether or not Congress will tackle the SGR before the end of the year, but most Subcommittee Members at Wednesday's hearing did seem set on providing extensions for the other payment provisions that are nearing expiration. .Totalization Agreement .TSCL originally made this proposal with the massive support of our members. It is designed to provide fair compensation for the lower benefits Notch Victims receive. It has now been introduced as Bills in Congress. If passed, it will provide a Settlement payment of ,000 to each living Notch Victim or their beneficiary spouse. .How much would your Social Security cost-of-living adjustment (COLA) be worth if it was more accurately based on your spending patterns as a retiree? Social Security legislation under debate in the U.S. House would tie the annual boost for inflation to the Consumer Price Index for the Elderly (CPI-E). Had that index been used to calculate the COLA for 2020, your annual boost would be 1.9%, versus the 1.6% that Social Security recipients are actually getting. .According to the Congressional Research Service, patients would be unlikely to see a reduction in benefits or any other direct impacts of sequestration, but it would have a large impact on how much providers are paid by Medicare for their services, sending them back to pre-pandemic rates. .Alzheimers and some Potentially Good News .With only six weeks to go before the December 13th deadline, it remains to be seen which path the budget conference will take. Leaders of the conference announced on Wednesday that the next public meeting will be held on November 13th, but most of the work will likely occur behind closed doors in the coming weeks.
