A study conducted by TSCL has found that Social Security benefits have lost 30 percent of buying power since 2000 over the same period that Medicare Part B premiums grew by 195 percent. Social Security benefits on the other hand have grown by only 43 percent. The findings represent an especially big loss in buying power of 7 percent from January of 2016 to January of 2017. .In addition, the budget proposal includes more than 0 billion in cuts to Medicare providers, including hospitals, post-acute care providers, skilled nursing facilities, and pharmaceutical companies. According to the White House, these cuts would add five years to the solvency of the Medicare Trust Fund, but TSCL has concerns about how they would affect seniors' access to quality medical care. .Deficit hawks on Capitol Hill agree that the current inflation index is inaccurate, but instead of adopting a method that actually measures seniors' spending, many have been advocating for an index that would further trim COLAs. The "chained" CPI has been lauded by lawmakers on both sides of the aisle – including President Obama – as a small technical correction that would factor in the substitution that occurs when the prices of certain goods increase. However, since medical care – a major expense for seniors – cannot be substituted for something cheaper, this index would unfairly affect them. After ten years, adopting the "chained" CPI would result in an monthly benefit cut for the average retired couple, and that loss would continue to compound. .Almost 53% of retirees say they don't have dental insurance, and more than 55% of that group say they have postponed dental procedures due to costs, according to TSCL's recent Senior Cost Survey. Despite limits on what dental insurance covers, it may provide some help, especially for routine preventive care, but finding the right coverage takes some shopping around, and you may need to wait for more than a year before coverage starts for more extensive services like crowns and bridge work. .In his opening statement, Dr. Conway said, "This proposal is part of the Administration's broader strategy to encourage better care, smarter spending, and healthier people by paying for what works, unlocking health care data, and finding new ways to coordinate and integrate care to improve quality." .Much of the debate over federal deficit reduction plans has been focused on overhauling Medicare and making changes to Social Security. But a major funding change is also under consideration for Medicaid, the federal and state program that covers medical care for lower-income individuals including seniors who also receive Medicare.
