Audrey was born in March 191Edith was born in June 191When they retired, Edith received a monthly benefit of 1.80 less than Audrey, a difference of almost 18%. .The payraise goes into effect automatically unless denied by legislation, or adjusted by a provision of law that prevents Congress from receiving a percentage of pay increase that would be greater than any payraise received by the General Schedule to federal workers. When Congress passed legislation in December of 2010 that froze the pay of federal workers through December 31, 2012, they effectively froze their own pay as well. No similar provision of law, however, prevents Congress from receiving a bigger COLA than seniors. The adjustment for Congress is not determined like the COLA for seniors, which is based on changes in consumer prices. Instead the Congressional COLA is based on changes in private sector wages and salaries as measured by the Employment Cost Index. This week, the Social Security Administration implemented an online security policy that unexpectedly locked many beneficiaries out of their online accounts. In addition, lawmakers in Congress continued their seven-week summer recess. .Unlike the way Medicare negotiates costs for all other medical services and medical equipment, the program doesn't have the authority to negotiate drug prices. That leaves older U.S. consumers paying higher prices than people who get their medications through the VA Administration or state Medicaid programs. And because Medicare isn't negotiating on our behalf, there's no consistency in drug pricing between Part D drug plans either. Prices vary enormously, and new research for TSCL indicates millions of drug plan enrollees are getting gouged when they don't compare and switch to better plans. .Indeed, the Social Security Administration does not "promise" a specific amount of benefits, but they do not promise to replace a specific percentage of pre-retirement earnings either. Both benefit amounts and "replacement rates" can change at any time if Congress and the Social Security Administration deem it necessary. Prior to the 1977 changes, the replacement rate was not a stable percentage. For people who retired under the 1972-73 flawed formula (those born 1913 through 1916), replacement rates grew from 39% to a high of 54%. The new benefit formula led to a lower, more stable replacement rate of about 43%, as well as lower benefits. .One of our purposes in visiting with those offices was to find out why they do not support the bill and to see if there is any hope that some compromise to the bill could be reached. The main reason they do not support the Grassley-Wyden bill is because it has a provision that they believe would, in essence, result in government price-setting of drug prices and would be a first step toward a one-payer (meaning government) health care system. Each office mentioned other bills that they might support but there is not one bill that the Republican majority is currently in favor of and that might have a chance to pass. It was also stated that because this is an election year there is a very short timeline for action to be taken. .Some policy analysts argue that the "chained" CPI is more accurate, but the Congressional Budget Office has stated that using that index has limitations. Unlike the conventional consumer price index in which final data from one month to the next is available in about two weeks, final data for the chained CPI isn't available until well over a year and a half. "That means preliminary estimates that are subject to error would have to be used for indexing," Johnson explains. .The FTC Advisory Group would bring together relevant government agencies, consumer advocates, and industry representatives to collect and develop model educational materials for retailers, financial institutions, and wire transfer companies to use in preventing scams on seniors. The FTC would coordinate efforts to educate the public and even the employees of key industries who often find themselves on the front lines of anti-scamming activities. .What if I make a donation and then become dissatisfied with TSCL? .This week, in elections nation-wide, Republicans in the House and Senate held on to their majorities, and President-elect Donald Trump defied odds to win the White House. .In addition, three new cosponsors signed on to the Preventing and Reducing Improper Medicare and Medicaid Expenditures (PRIME) Act (S. 1123 and H.R. 2305) this week, bringing the total up to twenty-four in the Senate and thirty-four in the House. If signed into law, the comprehensive bill would take a number of steps to prevent fraud, waste, and abuse within the two programs – a problem that TSCL believes must be addressed in order to ensure that scarce program dollars are being spent properly. The new cosponsors are Sen. Sheldon Whitehouse (RI), Rep. Carol Shea-Porter (NH-1), and Rep. Jackie Speier (CA-14).
